Description

NA NA This is a DRAFT REQUEST FOR PROPOSALS. Comments are encouraged from industry on all aspects of the draft, including the requirements, schedules, proposal instructions, and evaluation approach. Industry is requested to identify commercial practices and u nnecessary or inefficient requirements. An A-76 cost comparison study is being conducted for the Directorate of Directorate of Training and Mobilization at Fort McCoy, W I, IAW the A-76 Performance of Commercial Activities. The study encompasses 103 spac es and the positions that include Government-In-Nature functions are undetermined at this time. The requirement will be a Firm Fixed Type Contract. Contract term will consist of a phase-in period, base year, plus four option years. The NAICS Code is 561210 and the small business size standard is $23 million annual average gross revenue of the concern for the last three fiscal years including Foreign and Domestic affiliates. Based on the results of the cost comparison the Government may elect to award a cont ract or to retain the functions in-house. Functions include complete operation of 1) Aviation Support, 2) Ranges, Training Areas, and Training Facilites, 3) Training Services, 4) Training Support Center, 5) Administrative Support. Contractors are required to provide all management, supplies, and labor required for the operation and management of the functions listed.
