Description

The Social Security Administration intends to negotiate solely with Hyperspace Communications, Inc., 111West Street, Suite E, Easton, Maryland, 21601,USA under the authority of Federal Acquisition Regulation (FAR) Subpart 13.501(a) "Sole Source Acquisitions" to purchase peer-to-peer (Hypership) software and site licenses. The software has the following salient characteristics: the software should provide a peer-to-peer transport ? uses proprietary software (Hypership) instead of standard FTP, which enables multiple concurrent bi-directional transmissions; either side can initiate the transmission; has no file size limitation; files can be in any format; has a secure transport mechanism which makes use of several layers of cryptographic protection and Triple DES or greater algorithm; be able to receive a digital receipt, decrypt it, verify the sender and forward back to the original sender as well as the receiver; has an independent time-stamped electronic postmark issued by the United States Postal Service; and must be PKI certificate capable ? able to work with any X.509 certificate. The Government anticipates the award of a firm-fixed price purchase order. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill this requirement. A solicitation is not available; therefore, written and/or verbal requests for copies of a solicitation related to this announcement will not be honored. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
