- Notice of intent to negotiate a Sole Source contract with Technical Resources Group at 3825 Wanda Street, Idaho Falls, ID 83406. The contractor will provide technical services in support the implementation Region 4, Transportation Emergency Preparedness Program (TEPP). The contractor will provide technical and programmatic assistance to the transportation emergency preparedness and response programs for the DOE Region 4 TEPP. The contractor will present and teach the DOE TEPP Modular Emergency Response Radiological Transportation Training to state, Tribal and local first responders. The contractor will present and teach hospital training on the treatment of radiological contaminated patients to hospitals in Region 4 TEPP states. The contractor will assist in the conduct of TEPP outreach activities to promote TEPP planning products, schedule briefings, training and participation in conferences and meetings. The contractor will assist in program implementation based on regulatory knowledge to review proposed changes for potential impacts. The contractor will assist in the communication and coordination among the different departments within DOE, such as DOE/AL, HQ/EM, and DOE/RL. The contractor will provide representations at meetings, conferences and forums as requested and provide technical support and a knowledge base of DOE assets, policy procedures and protocols related to transportation emergency preparedness and response. The contractor must have expert knowledge in the use and application of the MERRTT CD-ROM in order to instruct students in the use. The contractor must be knowledgeable in the use of the MERRTT Go Kits. The Technical Resources Group has extensive experience and knowledge in the application of the TEPP planning tools and is the only source that can provide the services required. The Department of Energy intends to solicit and negotiate with only one source under authority of FAR 6.302. The NAICS Code for this procurement is 541990. See Number Note 1.
