Description
The Health Resources and Services Administration (HRSA) intends to negotiate under FAR Part 13 - SIMPLIFIED ACQUISITIONS PROCEDURES on sole source basis with the Children Research Triangle (CRT), 180 North Michigan, Suite 700, Chicago, IL 60601. This is a 100% small business set-aside. The contractor shall develop and deliver training and technical assistance programs to the 10 Health Start Communities projects where the Maternal & Child Health Bureau, HRSA, has identified a need for such assistance. These communities are finding perinatal substance abuse to be a significant contributing factor to infant mortality in their population and that have been previously received substance abuse technical assistance. It will consist of 10 technical assistance visits. CRT promotes healthy development of children and their families by focusing on transferring knowledge gained from research and clinical trial. CRT develops community-based programs that specifically address the needs of high-risk children. CRT has conducted needs assessments and provided training and technical assistance for 45 Health Start Community sites across the country with a focus on integrating substance abuse screening, assessment and referral into the prenatal care programs. CRT's expertise allows them to deliver technical assistance that is effective in influencing the target audience to develop systems of care that can practically and efficiently screen for substance abuse during pregnancy. CRT is the only vendor capable of providing the required substance abuse technical assistance to the Healthy Start Community nationally. Any other organization that attempts to development this type of expertise would have to replicate their previous accomplishments. This replication would be a substantial duplication of cost that would not be recovered through competition. Therefore, the Children's Research Triangle (CRT) is a responsible source without substantial duplication of cost to the Government under authority 41 U.S.C. 253 ( c ), (1) as set forth in FAR 6.302-1 (B) (1).
