Description
Provide all material, equipment, transportation and perform labor to establish a fixed aid to navigation at Arch Rock near Dutch Harbor, Alaska. Contractor shall drill or drive piles as necessary and construct a three pile dolphin. Three pile dolphin kit, 4? square platform and all piles will be provided by the government. Work shall be completed between September 2, 2002 and November 1, 2002. Contractor is required to have both a pile driver and a rock drill on site to meet minimum penetration requirements based on actual conditions required. All work shall be performed in accordance with the Scope of Work and drawings. The estimated cost range for this project is between $25,000 and $100,000. This procurement is issued on an unrestricted basis pursuant to the Small Business Competitiveness Demonstration program, Public Law 100-656, as implemented by the OFPP Policy Directive and Test Plan dated 8/31/89. This is NOT a small business set-aside. All responsible sources may submit a quote which shall be considered by the U. S. Coast Guard. See the solicitation for bonding requirements. The work required by this Request for Quotations is identified as North American Industry Classification System #234990 and the applicable size standard is $27.5 million dollars in annual receipts for the past three years. Request for Quotation package must be received in this office no later than 29 August 2002. For Minority, Women-Owned and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women owned and disadvantaged business enterprises to acquire short-time working capital assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guarantee of the bid bond amount to a surety against losses. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
