Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation for purchase request F73CEO22101100 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08. This requirement is 100% set aside for small business, NAICS 561730 $6M. Contract line item number (CLIN) 0001, Trim and or remove trees - see statement of work, 1 Job; and CLIN 0002, rental of Woodchuck Model 17 wood chipper or equivalent for a period of 5 weeks. STATEMENT OF WORK: 1.1. BACKGROUND. Per Base Civil Engineering, Maxwell AFB, the overhead electrical distribution lines (A-1 Circuit) located behind building 144, to Federal Prison Camp require tree trimming to provide a clearance of a 30' right-of-away from trees, 15' both sides from centerline of overhead electrical lines. 1.2. SCOPE. Furnish all materials, equipment, tools, and manpower necessary to trim and remove trees from the overhead electrical distribution lines (A-1 Circuit) Contractor shall trim trees from ground to sky and remove fast growing trees from right-of-way. Providing a clearance of 30' right-of-way from trees, 15' both sides from the centerline of overhead electrical lines. The tree trimming will be from behind O' Club, building 144, Maxwell AFB, to the Federal Prison Camp on A-1 Circuit. Remove ten (10) danger trees from right-of-way. All brush and trees debris will be carried to the Base Compost Facility (1081) for disposal. In addition to tree trimming service, rental of Wood Chuck Model 17 or equivalent will be required for Civil Engineering to chip debris. Disc Chipper shall be 12 to 17 inch roller with a rate of 90 feet per minute. The Chipper shall be able to accommodate up to 17 inch diameter limbs. The chipper will be rented on a weekly basis for 5 weeks. 1.3 ACCESS TO PREMISES. The contractor shall contact the Base Civil Engineer (BCE) to coordinate all on-site work, including personnel and vehicle access. Government shall provide escorts for Contractor personnel and vehicles in applicable restricted areas. Any required burning permits, digging permits, and property passes shall be obtained by the BCE. 1.4 INTERRUPTIONS. The contractor shall arrange on-site work to minimize interference with normal Government operations. Interruptions, if necessary, shall be coordinated to minimize impact to base operations. Requests for interruptions shall be submitted to the BCE three weeks in advance for coordination. Each request shall include the date, time, approximate duration, and reason for the interruption. 1.5 DISPOSAL OF TREE TRIMMINGS. The Government shall dispose of all debris, utilizing rental Disc Chipper after the contractor delivers debris to the Base Compost Site (1081). 1.6 HAZARDOUS MATERIALS. It is not anticipated that any asbestos containing materials (ACM) will be encountered during implementation of this project. If Contractor personnel encounter any suspected ACM, work on that part of the project shall cease immediately and the Installation Engineer shall be contacted. Government shall be responsible for mitigating any ACM situation, and Contractor shall not resume work on that part of the site until so directed by the Contracting Officer. 1.7 PERIOD OF PERFORMANCE. Total performance period is 45 days from the contact award. 1.8 SUBCONTRACTOR SELECTION. Contractor may perform some or all of these services using subcontractors. Contractor shall select subcontractors using those normal competitive procedures employed by contractor; however, in no event shall any contractor which has been excluded from Federal Procurement Programs pursuant to 48 CFR 9.404 perform any services for Contractor under this contract. Contractor may submit the names of proposed subcontractors the Contracting Officer to ensure that they are not on the list of excluded contractors. 1.9 RELATIONSHIP OF PARTIES. Government acknowledges that Contractor and subcontractor personnel shall perform their work as independent contractors and that the Government shall have no direct control and supervision of Contractor or subcontractor employees, who shall not be considered employees or agents of the Government for any purpose. 1.10 SITE VISIT. Prospective contractors will meet at 8:30 a.m. 19 August 2002 Bell Street Gate Maxwell AFB, AL. 1.11 PAYMENT. Government agrees that the cost of the project shall be recovered through a one-time lump sum payment upon receipt of invoice. 1.12. INVOICES: The contractor shall submit itemized invoices for all work. The invoices shall reflect the services that were performed. Invoices shall show the contract number, date of service and shall be submitted to the Point of Contact in four (4) copies to Maintenance Engineering, 42 CES/CEOIE, 400 Cannon St., Maxwell AFB, AL 36112-6523 Attention: Mr. Wayne Deer or TSgt Dean W. Siems. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The request for quotes shall be evaluated in accordance with FAR Part 13.106-2. Award will be based on lowest priced technically acceptable. All contractors must include with their quotes, a completed copy of FAR provision 52.212-3, Offerors Representations and Certifications-Commercial Items. The following Federal Acquisition Regulation (FAR) provision applies to this Solicitation: 52.212-1, Instructions to Offerors-Commercial and 52.212-3, Offerors Representations and Certifications-Commercial Items. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, including subparagraphs (11) 52.222-21, Prohibition of Segregated Facilities; (12) 52.222-26, Equal Opportunity; (13) 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; (14) 52.222-36, Affirmative Action for Workers with Disabilities; (15) 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; (18)(i) 52.225-3, Buy American Act-North American Free Trade Agreement-Israeli Trade Act-Balance of Payments Program, (21) 52.225-15, Sanctioned European Union Country End Products, (24) 52.232-33, Payment by Electronic Funds Transfer, (1) 52.222-41, Service Contract Act of 1965 and (2) 52.222-42 Statement of Equivalent Rates for Federal Hires. The Government contemplates award of a fixed price contract resulting from this solicitation.
