Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The reference number is F23COM22110300 and the solicitation is issued as a request for quotation (RFQ). (iii) This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-08. (iv) This solicitation is 100% set-aside for small business concerns. The associated NAICS code is 811213 and small business size standard is $6,000,000. (v) There is one line item with a unit of issue of lump sum. (vi) The contractor shall provide all labor, equipment and materials to complete the job, as well as a set of as-build drawings and a test report. A one-year maintenance warranty will also be offered upon completion. This requirement is for the installation of CAT 5 cable in four buildings (737, 308, 708, 726) on Pope AFB, NC. Description: in building 737, installation of 80 quad jacks terminating the old CAT 5 cable and labeling the new jacks. Installation will require 1 96-port patch panel and approximately 12,000 feet of CAT 5. In building 308, the installation of 288 quad jacks terminating the old CAT 5 cable and the new CAT 5 cable labeling the jacks. Installation will require 3 96-port patch panel and approximately 43,200 feet of CAT 5 cable. Installation will require the installation of 35 feet of cable trough and relocating a 36 strand SM fiber optic cable and removal of the old equipment relay rack. In building 708, the installation of 144 quad jacks terminating the old CAT 5 cable and the new CAT 5 cable and labeling the jacks. Installation will require 1 96 port patch panel, 1 48 port patch panel and approximately 21,600 feet of CAT 5 cable. One 4? hole will need to be drilled from old room location to new location for routing of CAT 5 cables. Remove one 12 strand SM fiber and old equipment relay track. In building 726, Install 92 quad jacks terminating the old CAT 5 cable and the new CAT 5 cable and labeling the jacks. Installation will require 1 96 port patch panel and approximately 13,800 feet of CAT 5 cable. Relocate 124 strand SM fiber optic cable and removal of the old equipment relay rack. (vii) The performance period shall not exceed 42 calendar days and shall begin within five days after award. (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this solicitation. (ix) The provision at 52.212-2, Evaluation -- Commercial Items, applies to this solicitation. Paragraph (a) of FAR 52.212-2 is added to read: "Lowest Price Technically Acceptable to include delivery?. The contractor certifies that it meets all requirements by submitting a quotation. The contractor shall provide references or documents to verify that their workers meet all requirements of the solicitation upon request. (x) The provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this solicitation. The contractor shall return a completed copy of this provision with its quotation. A copy of the provision may be attained from http://www.arnet.gov/far. (xi) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. Paragraph (o) is changed to read: The contractor shall provide all standard commercial warranties to the government. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. The following FAR clauses identified at paragraph b of FAR 52.212-5 is considered checked and is applicable to this acquisition: (1), (5), (12), (13), (14), (15), (16), (21), and (24). The following FAR clauses identified at paragraph c of FAR 52.212-5 is considered checked and is applicable to this acquisition: (1), and (2). The Department of Labor Wage Determination Number 1994-2393, revision number 23 dated 29 May 2002 applies to this acquisition. (xiii) Only contractors registered at http://www.ccr.gov are eligible for award. (xiv) The Defense Priorities and Allocations System (DPAS) is not applicable to this acquisition. (xv) Commerce Business Daily numbered note 1 applies to this acquisition. (xvi) The solicitation due date is 20 August 2002. (xvii) The assigned Contracting Specialist is A1C Matthew Mulcahy.
