Description
NA The US Army CECOM Night Vision and Electronic Sensors Directorate, Fort Belvoir, VA announces the expectation of a Broad Agency Announcement(BAA) related to the comprehensive and interdisciplinary programs within the mission area of this directorate. The Government encourages application of eligible prospective offerors including but not limited to private companies (large and small), educational institutions, and non-profit organizations. Also Canadian firms participating in the Defense Development Shari ng Program are eligible. The U.S. Army seeks innovative proposals to Research Interest: Dual Band Focal Plane Array (FPA) Manufacturing (DBFM) to include but not necessarily limited to, the initiatives identified with subtopic numbers 1-6 as follows: (1) CdZnTe Substrates for MBE Detector arrays grown and processed in the United States, increase the size to 50 cm2 or greater, improve polishing, reduce defects, increase uniformity, reduce contaminants, and generate an interface control document detailing th e interface with detector array. (2) Molecular Beam Epitaxial (MBE) Detector Growth Processes to increase size to 50 cm2 or greater, increase wafer throughput and increase yield. (3) Small Pixel Detector Processing to increase yield, improve etching, optim ize interconnects and improve contact metal deposition. (4) Readout Integrated Circuit to reduce stitching labor content, increase fault tolerance and increase yield. (5)Test to increase throughput and automation through to use of cryoprobe and/or visual t esting, reliability testing demonstration. (6) Cryogenic Coolers to increase Mean Time to Failure (MTTF) reliability of 20,000 to 30,000 hours. Others attributes include high-reliability, affordability, low-weight, and low power. A cryo-cooler with capac ity consistent with offerors proposed active and estimated passive load is required. The release of BAA, Solicitation No. DAAB07-02-R-P041, is anticipated on or about 19 August 2002 with an estimated closing of 16 September 2002. All interested parties w ishing to do business with CECOM are invited to access, operate, send and receive data from CECOM Business Opportunity Page which can be accessed at the following internet address https://abop.monmouth.army.mil. The Government anticipates various awards t o start work during FY 2003 for each of the areas above and not to exceed a 36 month effort. Deliverables include 4 specification compliant FPAs (2 ea of F/2.5 and F/6.0), in prototype Dewars with a closed cycle cooler, with interface electronics in accor dance with requirements herein. In addition the offeror shall deliver subassemblies allowing characterization of process and material parameters. Detailed process parameters for each process improvement initiative shall be prepared and delivered either as part of quarterly reports or as a separate report. Quarterly reports will be disseminated via electronic mail in Microsoft Office 2000 format. Final reports will be delivered by electronic means, if possible, in Microsoft Office 2000 format.
