Description
NA The U.S. Army Corps of Engineers, Baltimore District, intends to award a firm fixed price contract for the Garnet Patterson Middle School Gymnasium Addition. This procurement is 100% Unrestricted. NAICS code is 233320 replacing SIC 1542 and the size stan dard is $28.5 Million. Estimated cost of construction is between $1,000,000.00 and $5,000,000.00. The period of performance for construction of the work is estimated at 360 calendar days for from date of Notice to Proceed. The work consists of the const ruction of a gymnasium addition, which includes demolition, temporary gymnasium, locker/shower and fitness room areas, with masonry construction with structural steel framing, single ply membrane roofing, HVAC, ductwork, electrical and communications syste ms, gym lighting, scoreboard, bleachers, scoreboard, basketball goals, deep foundations, fencing, sprinkler system, drainage and grading. Within the existing building renovate girls; toilet room and install new elevator to all floors. An environmental st udy will be conducted to confirmed if asbestos, lead paint, and other hazardous materials must be removed prior to the issuance of the solicitation for this work. The solicitation will be available on/about 3 September 20021 with a bid opening date on/abou t 3 October 2002 at 11:00 a.m. A site visit and pre-bid conference will be held on/about 12 September 2002, convening at Garnet Patterson Middle School @ at 10:00 am. Debt Collection Improvement Act of 1996, effective March 31, 1998 requires that all con tractors be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. Registration can also be accomplished via dial-up modem at 614-692-6788 (User ID: ccr pub; Password: pub2ccri), or through any DoD Certified Value Added Network. Additionally, a paper form for registration may be obtained from the DoD Electronic Commerce Information Center at 1-800-334-3414. The solicitation will be provided in an electron ic format, free of charge, to all registered plan holders. The media through which the Government chooses to issue this solicitation will be in one of the following: compact disk only, compact disk and Internet, Internet only. This solicitation will not be issued in paper. Notification in any combination of the following: fax, 3.5? floppy disk, compact disk, or posted to the Internet only. Contractors may view and/or download solicitation information from the Internet at http://ebs.nab.usace.army.mil. The Award of the contract will be made as a whole to one bidder. Affirmative action to ensure equal employment opportunity is applicable to the resulting contract. All responsible sources may submit a bid that shall be considered by the agency. Large busi ness firms are required to submit a Subcontracting Plan with their bid. The subcontracting goals are 60% for small business, 15% for small disadvantaged business, 8% for women-owned business, 2% for hubzone small business and 3% veteran owned small busine ss. It is recommended that the District of Columbia small and disadvantaged business firms obtain a Local Small and Disadvantaged Business Enterprise Certification from the Government of the District of Columbia.
