Description
NA This solicitation is 100 percent set-aside for small business. The assigned NAICS is 562910 (SIC 8744) with a size standard of 500 employees. USACE, Baltimore has a requirement for an Indefinite Delivery/Indefinite Quantity Design Build Environmental Res toration (DBER) contract to implement site cleanups at hazardous, toxic, and radioactive (HTRW) waste sites throughout the geographic boundaries of the North Atlantic Division and other mission areas. The primary objective of the DBER contract is to design /build remedial systems. The work effort is to design, implement, and refine operational performance of HTRW cleanup systems. The design build nature provides for various environmental remediation services, and ordnance and explosive (OE) Waste Services. The work will include a wide variety of engineering services to support remediation/response actions. Performance period is a base period of one (1) year with four (4) one (1) year options. This procurement will be conducted in accordance with FAR Part 15 .3, Source Selection, and using the ?Best Value Procurement Process?. ?Best Value? will be determined using a ?Trade Off? process, comparing price, technical and other factors. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. The evaluation will consist of two Phases. Phase 1 shall consist of two written volumes (technical and cost) of Qualifications. The technical, Volume 1, shall include project listing, experience, and management capabili ties. The cost volume shall include financial capabilities; capacity, cost accounting system, federal agency audits, Direct labor matrix, and application of burden rates to Government predetermined direct cost. The Government will determine the competiti ve range based on Phase I of the RFQ process. The offers within the competitive range will continue to Phase 2, Oral Presentations. Phase 2 of the RFQ will be issued via an amendment to the RFQ. Oral Presentations, in responses to the amendment, will be used to select an offeror who presents best value to the government in performing the work described in Section C ? Scope of Work of the solicitation. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. It is imperative that all small disadvantaged businesses (SDB) contact their cognizant Small Business Administration Office (SBA) to obtain Small Disadvantaged Business Certification. Without SBA SDB certification, neither a prime contracto r nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/subcontractors. The solicitation will be provided in an electronic format, free of charge, to all registered plan holders. Solicitation for Phase I to be issued o/ a 3 September 2002 with Phase I proposals due o/a 3 October 2002. This solicitation will not be issued in a paper format.
