Description
The Naval Air Warfare Center Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis from Baldi Bros. Inc., 201 California Ave., Beaumont CA 92223, as a HUBZone sole source, in accordance with FAR 19.1306, five concrete targets. NAWCWD is issuing this combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Award shall be made in accordance with FAR Subpart 13.5 Test Program for Certain Commercial Items. All responsible sources may submit a quotation, which shall be considered by the agency. Solicitation N68936-02-R-0234 is being issued as a request for quotation that will incorporate provisions and clauses that are in effect through the Federal Acquisition Circular 2001-06, DCN 20020426 and class deviation 2001-00002. The Naval Air Warfare Center Weapons Division intends to procure five concrete targets for use in an outdoor test at the Land Range located at the Naval Air Warfare Center Weapons Division, China Lake CA. The North American Industry Classification System (NAICS) code is 327390 and the small business size standard is 500 employees. Contract line item number (CLIN) 0001, concrete wall 15'X15'X40", 1 each, required delivery date is 4 September 2002. CLIN 0002, concrete wall 15'X15'X40", 2 each, required delivery date is 11 September 2002. CLIN 0003, concrete wall 15'X15'X40", 2 each, required delivery date is 30 September 2002. NAWS China Lake, CA FOB is Destination. Contractor is requested to price each CLIN separately. The targets must conform to the specifications in drawing project number SK478200GS512. Availability of drawings: it is impracticable to distribute the applicable drawings with the solicitation. The drawings are composed of five sheets available electronically in five .pdf files at https://contracts.nawcwd.navy.mil/rfp-nawc.htm. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial Items (Oct 2000), applies to this acquisition and there are no addenda to the provision. However, offeror is required to submit a copy of their SBA HUBZone qualification letter with their quotation. Offeror must comply particularly with paragraphs b(8), b(10) and b(11) of the above provision. Offeror must include a completed copy of the provisions at FAR 52.212-3 (Alt III), Offeror Representations and Certifications-Commercial Items (Jul 2002) and DFARS 252.212-7000 Offeror Representations and Certifications-Commercial Items (Nov 1995) with quotation.
