Description

The Naval Oceanographic Office intends to solicit and award, on an other than full and open competitive (sole source) basis, using Simplified Acquisition Procedures, a three year purchase order ( base year with options for two successive years) to SatLantic, Inc., Halifax, Nova Scotia, Canada. The solicitation is SIC 3812, Search, Detection, Navigation, Guidance, Aeronautical and Nautical Systems, Instruments, and Equipment. Size Standard of 750 employees. The purchase order type will be Firm Fixed Priced. The requirement ( Real-Time Profiling Deck Unit) is to provide an acquisition system that is capable of multiplexing data from a suite of optical instruments. The proposed system from SATLANTIC, INC. consists of: (1) Deck Unit containing a PC-104 network computer, 6G hard drive, Linux OS, and 5 serial outputs; (2) STOR-X, an underwater data collection sub-unit, with 5 serial inputs, 5 mating pigtail connectors to the instruments, deployment cable specification design, 5 power switching circuits, 300 M depth rating, 1 RS-485 serial output and an operating voltage of >100VDC; (3) All necessary engineering, and software; (4) Installation, operational testing, and training in the SATLANTIC facility. The basis for this proposed, non-competitive action is, SATLANTIC is the only known firm that currently meets the NAVO requirement for a data acquisition system that allows the user to view data real time and does not require excessive power requirements.
