Description
The General Services Administration (GSA) announces an opportunity for Design Excellence in public architecture for performance of Architectural-Engineering Design for the full renovation of the existing building and construction of new infill office space for The Federal Office Building at 1800 F Street, NW, Washington, DC, also known as the GSA Headquarters Building. The design shall be performed in accordance with GSA quality standards and requirements. The building is approximately 68,920 gross square meters, including 139 outdoor parking spaces. GSA NCR Solicitation No. GS11P02MKC0057. The Estimated Construction Cost range is $125 to $135 million. Additional funds maybe provided to upgrade the building to meet the Interagency Security Committee (ISC) Security Design Criteria. The facility will be designed in metric units. The scope of work will require some or all of the following: a Program Development Study (PDS) to define the project requirements and establish a firm construction budget, complete design, metric construction documents, specifications, cost estimates, schedules, renderings, mock-ups, computer graphics, color/material selections and presentations, detailed design investigations, constructability review, systems design and calculations, life cycle costing, value engineering, site design, programming, space planning, and other similar services as determined to be required. The following optional services may also be negotiated: post construction contract services (PCCS), submittal and shop drawing reviews, partnering and other similar services. These services will be required for a headquarters facility that includes the full renovation of the existing building and construction of new infill office space and related systems. The modernization will include replacing all building systems while preserving its historic fabric. This project will include client program requirements and will comply with standards for sustainable design, energy conservation, ADA, etc. The building is also to include GSA design standards for secure facilities. Completed in 1917 to house the Department of the Interior, it was the first truly modern office building built by the U.S. Government. The building has served as a headquarters office, first for the Department of the Interior and now for the GSA, for 85 years. The building is on the National Register of Historic Places. It is located at 18th and F Streets, NW. Washington, DC. It has approximately 68,920 gross square meters, while containing 44,600 usable square meters. A Feasibility Study completed in December 2000 recommends adding approximately 10,000 rentable square meters of infill space in the courts. The infill space should be responsive to the overall design. The limestone clad, neoclassical structure is a 9 story steel frame building with a terra cotta flat arch floor system. Upon completion of the proposed modernization, the building will be a modern high-performance office building in accordance with GSA quality standards and requirements, capable of serving for another 50 years. The A/E team will demonstrate experience in the renovation of historic structures and the introduction of new construction within the context of the historic fabric. The A/E will be responsible for preparation of documents and presentations required for the National Environmental Policy Act (NEPA), and the Commission of Fine Arts (CFA)/National Capital Planning Commission (NCPC) reviews. In addition, the team will demonstrate its ability to design & construct state-of-the-art high performance flexible office space to include HVAC, lighting, controls, and space planning. This is a Request for Qualifications (RFQ) of A/E Firms/Lead Designers interested in contracting for this work. The A/E Firm as used in this RFQ is an association, joint venture partnership or other entity that will have contractual responsibility for the project design. The Lead Designer is the individual or design studio that will have primary responsibility to conceive the design concept and the building's architecture. The A/E firm must address the contractual relationship with the Lead Designer and project team in Stage II. A/E firms are advised that at least 35% of the level of contract effort must be performed in the National Capital Region (NCR). The NCR includes the District of Columbia; the City of Baltimore, the Counties of Montgomery, Prince Georges, Howard, Anne Arundel, and Baltimore in Maryland; the Cities of Alexandria, Falls Church, Fairfax, and Manassas, and the Counties of Arlington, Fairfax, Prince William and Loudoun in Virginia. The government will not allow payment for travel, living expense, computer time or hookups for the prime or the consultants. The A/E selection will be completed in two stages as follows: In STAGE I, interested firms will submit portfolios of accomplishments that establish the design capabilities of the A/E Firm and its Lead Designer. All documentation will be in an 8 1/2 x 11 format. The portfolio should include the following: a cover letter referencing the FBO announcement and briefly describing the firm and its location, organizational makeup, and noteworthy accomplishments; and modified Standard Form 254 (Architect-Engineer and Related Services Questionnaire) and Standard Form 255 (Architect-Engineer and Related Services Questionnaire for Specific Project). Identification of consultants is helpful, but not required at this stage. STAGE I submission requirements and evaluation criteria: (1) PAST PERFORMANCE ON DESIGN (35%): The A/E Firm will submit graphics (maximum of three pages per project) of not more than five renovation projects completed in the last ten years. At least two projects shall demonstrate state-of-the-art environmental, electrical and mechanical engineering accomplishments, and one shall demonstrate flexible office space. The narrative (maximum of two pages per project) shall address the design approach with salient features for each project. The narrative should discuss (1) how the client's program, function, image, mission, economic, schedule and operational objectives were satisfied by the overall design/planning solution; and (2) how the mechanical and electrical systems complied with constructability, flexibility, maintainability and durability needs as well as being cost effective. The A/E design firm shall clearly identify the portions of the submitted designs for which they had responsibility. Include tangible evidence where possible such as certificates, awards, peer recognition, etc. demonstrating design excellence. Provide a client reference contact for each project, including name, title, address, phone, and fax numbers. A portion of one page presented for each project must include a representative floor plan and either a site plan or a building section. (2) PHILOSOPHY AND DESIGN INTENT (Architectural, Interiors, Electrical and Mechanical) (25%): In the Lead Designer?s words, (maximum of two typewritten pages for each Architectural, Interior, Electrical, and Mechanical engineering disciplines) state his/her overall design philosophy and approach to the challenge of resolving design issues, and parameters that apply specifically to the modernization of a public building with the focus on the unique aspects of installing state-of-the-art systems in an existing headquarters office building. (3) LEAD DESIGNER PROFILE (Architectural, Interior, Electrical and Mechanical) (15%): Submit a biographical sketch (maximum of three pages for each discipline) including education, professional experience, recognition for design efforts inclusive of examples. Identify and describe areas of responsibility and commitment to each project. (4) LEAD DESIGNER PORTFOLIO (Architectural, Interior, Electrical and Mechanical) (25%): Submit a portfolio representative of each Lead Designer's ability to provide design excellence. Submit graphics (maximum of three pages per project, and a typewritten description (maximum of two pages per project for each discipline) of up to three (3) renovation designs completed in the last ten years attributed to each lead designer. The narrative shall address the design philosophy as well as the design challenges and resolutions. Include the salient features for each project and discuss how the client's program, functional, image, mission, economic, schedule, and operational objectives were satisfied by the overall design/planning solution. Include tangible evidence where possible such as certificates, awards, peer recognition, etc., demonstrating design excellence. Where there is duplication with criteria (1), the Lead Designer will address his or her participation in the project. An A/E Evaluation Board consisting of a private sector peer and representatives of the client and GSA will evaluate the submissions. The Board will establish a short-list of three to six firms. For STAGE II, the short-listed firms will be notified and asked to submit more detailed information indicating each member of the design team, including all outside consultants. The firm will be required to complete Standard Forms 254and 255 that reflect the entire design team. The Government will establish the detailed evaluation criteria and the date that these submittals are due and provide the selection criteria for the interviews along with the Stage I short-list announcement. Sufficient time will be provided for the A/E Design Firm/Lead Designer to establish its team. The Board will interview each team. Candidates should be prepared to discuss all aspects of the criteria indicated above and to demonstrate their ability to fulfill all project requirements. Emphasis will be placed on the unique aspects of the project, design philosophy, possible approaches in carrying out the project and project management. The Stage II evaluations will culminate with an interview with the A/E Evaluation Board. Stage II rankings will be used in conjunction with Stage I rankings to select the winning A/E Firm. FOR STAGE ONE SUBMITTALS: Firms having the capabilities to perform the services described in this announcement are invited to respond by submitting modified SF-254 (for the A/E Design Firm), which must not be dated more than twelve (12) months before the date of this synopsis and modified SF-255 (for the A/E Design Firm) along with letter of interest and the portfolio to: General Services Administration, NCR, ROB, Bid Opening Room - Room 1065, Seventh and D Streets, SW, Washington, DC 20407 by 3:00PM local time (EST) on the Tuesday, September 17, 2002. A total of three (3) copies should be submitted. The following information must be on the outside of the sealed envelope 1) Solicitation Number/Title, 2) Due Date, 3) Closing Time. Late responses are subject to F.A.R. Provision 52.214-7. In Block 8 of the SF-254 specify only current W-2 payroll (non-contract) personnel of each firm. In Block 10 of the SF-255, the A/E Design Firm MUST respond to the FOUR (4) EVALUATION CRITERIA stated in the FBO announcement for Stage One Solicitation. In Block 11of the SF-255, the A/E Design Firm MUST sign, name, title and date the submittal. A pre-solicitation conference will be held on Friday, September 6, 2002, at 10:00 AM, in the GSA, NCR, Regional Office Building, 7th & D Streets, SW, Auditorium, Washington, DC. This solicitation is not set-aside for small businesses. However, this procurement is being made under the Small Business Competitiveness Demonstration Program (F.A.R. 52-219-19). Small, Small Disadvantaged, HUBZone Small, Veteran-Owned Small, and Women-Owned Small Business firms are strongly encouraged to participate as prime contractors or as members of joint ventures with other small businesses. Before award of the contract, the A/E (if not a small business of $4,000,000 gross average over three years) shall be required to present an acceptable Small Business and Small Disadvantaged Business Subcontracting Plan in accordance with Public Law 95-507. The General Services Administration (GSA) is committed to assuring that maximum practicable opportunity is provided to small, small disadvantaged, HUBZone small, veteran-owned small and women-owned small business concerns in the performance of this contract consistent with its efficient performance. GSA expects any subcontracting plan submitted pursuant to FAR 52.219-9, Small Business Subcontracting Plan, to reflect this commitment. All interested large business firms are reminded that the successful firm will be expected to place subcontracts to the maximum practical extent with small and disadvantaged firms as part of their ORIGINAL SUBMITTED TEAMS. This contract is being procured under the Brooks Act and F.A.R. 36. This is not a Request for Proposal.
