Description
NASA/ARC intends to procure desktop videoconferencing capabilities from WebEx Communications, of San Jose, CA, on a sole source basis, pursuant to FAR Part 6.302-1. WebEx's desktop teleconferencing system has the unique capability of supporting multiple platforms concurrently, which is essential to the needs of NASA Astrobiology Institue (NAI). NAI requires a desktop videoconferencing system that provides the following capabilities: 1. Cross-platform capability: the system must be able to run on Macintosh, Linux, Unix and PC Computers. This requirement needs to be in a Native Environment for full collaboration; i.e.ability to share applications or desktops with any other platform. Nearly 50% of NAI members use Macintosh computers. Any package that offers weak(Java)or no Macintosh support is not an option for NAI. 2. Ability to do file transfer for all attendees among the various platforms. 3. High-speed Data Network provider with Multiple Data Centers 4. High-reliability 5. Security/privacy - Secure Socket Layer -- 128 Big Encryption SSL, without compromising speed or performance 6. Ability to interface with NASA's Polycom System, used extensively by NAI. 7. Ability to effectively support 750 community member. An Indefinite Quantity Contract is contemplated, under which individual delivery orders will be issued to procure desk-top video teleconferencing support services. Period of performance will be for five months from the date of award, followed by two twelve-month Option Periods. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit, in writing, their capabilities and qualifications to the point of contact, identified below, not later than 4:30p.m. local time, August 24, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort using full and open competition, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombusman has been appointed.
