Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ), number RFQ-R5-NP-08-02-153. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08. NAICS code 327390 applies and small business size standard is 500 employees. ITEMS: LINE ITEM (1) supply of a three (3) precast concrete vault toilets, with the following specifications: Single units with privacy screen; Sweet smelling technology; 60-inch turning radius; ADA, U.F.A.S. and Title 24 compliant; Zone 4 earthquake rated; 120-mph wind load; 350-pounds per square foot snow load; Reinforced concrete walls (4-inch thickness); 5,000 psi concrete minimum (@ 28 days); Integrally colored concrete (earth tone); Simulated barn wood finish (exterior); Simulated shake roof panels; Steel doors (18-gauge) with brush type sweep; Full length and width vaults for even loading; 1,000-gallon capacity vault with one-piece ABS liner; Heavy duty seat and cover (white); Lockable toilet paper holder; Coat hook; Schlage heavy duty lock set/privacy latch with ADA handle; Stainless steel grab bar; Accessibility and unisex signing that are secured with tamper-proof components; ?-inch thick translucent windows. The contractor shall deliver and install the units to the following campgrounds on the Mendocino National Forest ? Whitlock, Three Prong, and Sugarfoot (see map filed to this announcement). The Forest Service will do the site prep, excavation and backfill. Pricing shall include delivery to the campgrounds. Delivery is desired by October 30, 2002 or within 60 days after award. The FAR provision 52.212-1, Instructions to Offerors-Commerical, applies to this solicitation. The FAR Provision 52.212-2, Evaluation of Commercial Items applies. The specific evaluation criteria to be included in paragraph (a) of the provisions are (1) Delivery Schedule (2) Technical: technical capability of the item offered to meet the Government Requirements, and (3) Price. These factors are of equal importance. The government intends to use, in accordance with FAR 15.101-1 a tradeoff process to obtain the best value to the government. Quoter shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with its offer. The additional FAR Clauses apply to this acquisition: The FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items applies to this solicitation and the following addenda are added: FAR 52.247-34 F.O.B. Destination, and FAR Clause 52.232-18 Availability of Funds. The FAR Clause 52.215-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this solicitation, and the following additional FAR Clauses cited in the clause are applicable to this solicitation; 52.222-21 Prohibition of Segregated Facilities; 52.222-26 Equal Opportunity; 52.222-35 Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36 Affirmative Action for Workers with Disabilities; 52.222-37 Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; 52.222-19 Child Labor-Cooperation with Authorities and Remedies; 52.225-3 Buy American Act-North American Free Trade Agreement-Israeli Trade Act-Balance of Payments Program Alt I; 52.225-4 Buy American Act-North American Free Trade Agreement-Israeli Trade Act-Balance of Payments Program Certificate; 52.225-13 Restriction on Certain Foreign Purchases; 52.232-34 Payment by Electronic Funds Transfer Other than Central Contractor Registration.
