Description
The U. S. Department of Agriculture, Forest Service, Pacific NW Science Lab, has the requirement for Software Construction Services. The successful contractor will be required to construct a web-based computer application that includes: A flexible user interface that allows the selection of fuel bed prototypes in several fashions; A relational database that links user input and inferred parameters and calculates a range of associated fuel characteristics; a module for assigning the appropriate FCC indices; and a flexible output reporting module. The deliverables for this project include: a fully operational FCC computer application with a data dictionary and documentation of code; and a camera-ready User's manual. The FCC system will be designed as a web-based application but must be available on CD-Rom for beta testing. The successful contractor will be responsible for beta testing of the system that will include evaluating the functionality of the system and the quality of output. Beta testing may include a vendor-facilitated national workshop with support from FERA in developing a participant list. The successful contractor should expect to make several trips to Seattle, WA and/or Corvallis, OR to meet with FERA staff. This solicitation will be issued as a Commercial Items Request for Proposals in accordance with FAR Part 12. The Service Contract Act applies to this acquisition. This acquisition is 100% Set-Aside for HubZone Certified Small Businesses. The North American Industrial Classification Code that applies is 541511 with a size standard of $21M. Solicitation No. R6-OLY-2-58-M will be made available on or about September 4, 2002 with proposals to be received (anticipated) not later than 2:00 p.m. on September 19, 2002.
