Description
The National Oceanic and Atmospheric Administration (NOAA), Office of Finance and Administration, Silver Spring, MD is issuing this Request for Information (RFI) to obtain information on Federal Employee Associations. NOAA currently has approximately 12,000 employees throughout the nation at several hundred locations in every state, including employees stationed on ships and in remote locations throughout Alaska and the Pacific Islands. Please provide any information on similar federal agencies and models that may be used by NOAA. The purpose of this request is to assist NOAA in retaining and attracting the best talents specifically by expanding and improving current services (worklife center, childcare centers, etc.) and to encourage the development of an employee worklife organization, similar to the National Institutes of Health (NIH) recreation and welfare association, with the goal of providing employee services to NOAA-wide similar to those available to employees in Silver Spring (e.g. childcare, fitness center, worklife center, merchandise stores, discounted movie tickets services, etc.) Please specify the type of services provided, at all locations and information on staffing needs. The information that you provide should include, but not be limited to, responses to the following questions: (1) Agency demographics - number of employees (customers of service), percentage in headquarters location(s) vs. field location(s), number of field locations, are field sites limited to large centers in a few locations or are there several hundred small locations; (2) What is the scope of the services provided for the employees including examples, and how are services delivered to the field locations; (3) Are services provided as contracts, grants, non-profit organizations, Memorandum of Understanding, etc.; (4) If under contract what is cost/price structure, availability of sample statement of work; (5) What are the components of the offering such as an Employee Assistance Program, Career Development Program, Worklife Center, etc. that are part of the included services; (6) What other services similar to the NIH Recreation and Welfare Association are offered (such as discount tickets, cleaning services, etc.); (7) How is it funded (including employee contribution, if any); (8) What full or part-time permanent staffing supports these efforts; and (9) Provide past performance references for the above including name, address and phone number. This RFI is not a Request for Proposals (RFP), but rather an exploratory request to obtain market information and capabilities for planning purposes. The Government is seeking to identify, benchmark and resolve concerns regarding the acquisition strategy, including proposed contract type, terms and conditions, and the feasibility of the requirements as well as any other industry concerns or questions. Respondents are asked to provide responses which detail proposed methods for satisfying the above referenced requirement as well as preliminary cost/price strategies/projections associated with the services to be provided. Please identify any previous Government contract experiences that are relative to this request. This RFI is NOT to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor will any awards be made as a result of this RFI. Any cost incurred as a result of responding to this RFI shall be borne by the respondent and cannot be charged to the Government for reimbursement. All information in this RFI represents an overview of the anticipated project, and is subject to change, and is in no way binding on the Government. The Government will acknowledge receipt of submissions but will not provide any feedback. Respondents are asked to provide information via email to Barbara.Marshall-Bailey@noaa.gov. To be considered, submissions must be received no later than 5:00 pm on September 6, 2002.
