Description
The National Institutes of Health (NIH), National Cancer Institute (NCI) proposes to contract with Brigham and Women's Hospital, Channing Laboratory, 181 Longwood Avenue, Boston, MA 02115 for the services herein. The overall purpose of this procurement is to continue (263-MQ-016281) to analyze a subset of data from a larger study known as the Maternal Cohort Study of the Nurses' Health Studies, in which exposures in utero, in infancy, or early childhood will be examined in relation to recognized risk factors for women's cancers. Mothers of the women (nurse daughters) have reported information about prenatal, postnatal, and early childhood events in a retrospective fashion and the maternal data will be linkied to two ongoing, large-scale prospective cohort studies, known as the Nurses' Health Study I and II, including 128,000 nurses, who have reported data on recognized risk factors for cancer and who are being followed for diagnosis of incident cancers as well as mortality. Maternal study data will be linked to data on risk factors such as age at menarche and adult height and obesity, which have been collected in the ongoing Nurses' Health Studies. The results of the analysis will contribute to NCI's understanding of the potential role of birth weight and length and of infant feeding, i.e. early life exposures, on age at menarche and adult height in order to determine whether early life exposures are related to adult risk factors for cancer and potentially link critical periods of exposures for cancer in a woman's life cycle. The overall objective is to determine whether fetal and early childhood exposures are related to risk factors for adult cancers in women, and to clean and process a file with a subset of data from the Maternal Cohort Study and the Nurses' Health Studies; perform descriptive analysis of the data; and model the data by performing statistical analysis using various software system. Dr. Michels is the co-Principal Investigator on the Maternal Cohort Study and is responsible for testing specific hypothesis on the Maternal Cohort study, and because all data are claned and programmed from the Channing Laboratory at the Brigham and Woman's Hospital. Brigham and Women's Hospital, Channing laboratory is the only source known to the government that is familiar with the original files from which the subset of data have been taken. This contract is being solicited on a fixed price under authority of 41 U.S.C. 253(c) (1), as set forth in FAR 6.302-1. Only one responsible source and no other services will satisfy the government requirements. Interested parties may identify their interest and capability to respond to this requirement. This notice of intent is not a requrest for competitive quotations. However, all capability statments received by 1:30 PM EDT (local Washington, DC Time) on September 3, 2002 will be considered by the government. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
