- Description
- The urpose of this amendment is to increase the quantity of the DNA analyzer system from a quantity of one to two. This is a combined solicitation/synopsis for commercial items description, prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This notice constitutes the only solicitation, a written solicitation will not be issued. The solicitation, No. 263-02-P(BD)-0065, is issued as a RFP. The solicitation/contract will include all applicable provisions and clauses in effect through FAC 08. The North American Industrial Classification System Code is 334516, and the business size is 5 million. The National Institutes of Health, has a requirement for a DNA Sequencing System consisting of a DNA Analyzer (ABI Prisim 370XL), Data Collection Software (TF DAKAR 4335644), Sequence Applications Software (TF DAKAR 4335646), Fragment Analysis Software (TF DAKAR 4335650), and a Annual Bioassurance Agreement.The Contractor shall allow for the trade-in of an existing government owned ABI DNA 377 Analyzer.The NIH intends to contract with Applied Biosystems, 850 Lincoln Centre Drive, Foster City , California 94404, under the authority of FAR 6-302-1 only one responsible source and no other supplies or services will satisfy agency requirements. Applied Biosystems, is the only known source for this equipment. Applied Biosystems is the original manufacturer of the DNA Sequencing System consisting of a DNA Analyzer, Data Collection Software, Sequence Applications Software, and a Annual Bioassurance Agreement which will be traded for improved design which reads fluorescent bands before they emerge from the capillary tube. The DNA Sequencing System shall be capable of the following unique performance specifications : 1) Sequencing analysis shall be performed using a 96 capillary array electrophoresis instrument, with an optical system that shall provide uniform peak height from capillary to capillary.2) Shall provide temperature control from 18 to 70 degrees Centigrade to completely denature DNA during each sequencing run. 3) Shall be able to sequence DNA fragments up to 1,100 base-pairs, using POP7 polymer as separation matrix. Shall include Pared-compatible base calling software having automated value assignment. 4) Shall be compatible with sequencing chemistries Big Dye Terminator v 1.0 and Big Dye Terminator v 3.0.5) The system shall perform DNA sequencing to 98.5% base-calling accuracy of; up to 1152 samples per day for samples of 500 base pairs in length, up to 690 samples per day for samples of 700 base pairs in length, up to 599 samples per day for samples of 800 base pairs in length, and up to 345 samples per day for samples of 1,100 base pairs in length. The system shall perform fragment analysis (genotyping) of up to 1152 samples per day. 6) The systems autosampler shall process up to 96 samples simultaneously, while the plate stacker manages up to 96 or 384 well plates at a time. Samples shall be automatically tracked using internal and external bar code readers, and bar-coded plates (standard barcode format).7) For the performance of 9600 DNA analysis, the system shall consume less than 500 milli-liters of water, 500 milli-Liters of running buffer, and 25 milli-Liters of DNA separation polymer, while producing not more than 1.040 liters of waste. 8) The spectral range of the systems laser shall be compatible with 6FAM, VIC, NED, PET, LIZ, HEX, JOE, TAMARA and TET fluorescent dyes. 9) The Contractor shall allow for the trade-in of an existing government owned ABI DNA 377 Analyzer.The contractor shall deliver the Analyzer within 60 days after contract award. The Government will evaluate based on F.O.B. Destination and acceptance at Rockville, Maryland. Information provided must demonstrate the equipment's ability to meet the descriptions described herein. Award will be made to the technically acceptable low offer. The following FAR provisions/clauses are applicable to this solicitation and any resultant contract; FAR provision 52.212-1 Instructions to Offerors-Commercial, applies to this acquisition. Award will be made to the technically acceptable low offer. A completed copy of the provision 52-212-3, Offeror Representatives and Certifications- Commercial Items, is required as part of the offer. The clause 52.212-4 Contract Terms and Conditions- Commercial Items applies to this acquisition..The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders-Commercial Items applies to this acquisition. The contractor will be paid following delivery, and acceptance of equipment. The Government anticipates the award of an Definite Delivery, firm fixed price contract. Sources demonstrating the capability to accomplish the above shall provide pertinent information is sufficient detail to demonstrate their ability to perform. Information furnished should include enough material to conduct a proper evaluation. Respondents will not be notified of the evaluation results.
