- Description
- The Department of State (AF/RSA) has a requirement for technical support to aid in the execution of the African Contingency Operations Training and Assistance (ACOTA) program in Africa. The contractor will provide ACOTA training activities. Each training event will be individually tailored, seek to train African trainers, and support African training institutions where possible. There are two categories of tasking (1) Classroom instruction, seminars, and workshops and (2) Command Post Exercises with imbedded computer-assisted simulation (CPX/CAX). The contractor will Provide Classroom Instruction, Seminars, and Workshops. The contractor will Conduct Command Post Exercises with Imbedded Computer-Assisted Simulation (CPX/CAX). The contractor will maintain a management function capacity to administer, manage, schedule, coordinate, plan, assist in concept development, prepare training scenarios, maintain computers and related equipment, and select and train qualified part-time augmentation. Personnel will be required to have a SECRET or higher security clearance. Personnel assigned as Classroom and CPX/CAX Instructors, Facilitators, Observers, Controllers, and Analysts will have prior military academic education to at least a MEL-4 level, as well as experience on a brigade and/or battalion staff or, as appropriate, substantial experience in a related functional capacity (cf. NGOs). The contractor shall maintain the capability to purchase, store, pack and transport from CONUS to the training location, all equipment necessary to support each training activity. We anticipate a one year contract with four option years. We anticipate the RFP to be released electronically on/about September 9, 2002. No telephone requests for the solicitation will be accepted.
