- Description
- The Federal Highway Administration (FHWA) intends to award a cost-plus-award-fee contract for one year with four option years to provide on-site administrative and technical support services to the National Highway Institute (NHI) located in Arlington, VA. The solicitation is open exclusively to 8(a) businesses. The NHI is the technical training arm for the FHWA, and plays a vital role in the overall effort to transfer new and emerging highway-related technology. NHI is missioned to deliver training to domestic and foreign nationals engaged in highway work of interest to the United States. "Highway work" includes such topics as structures, hydraulics, geotechnics, pavements, highway and bridge planning, engineering, safety, design, relocation, acquisition, construction, maintenance, contract administration, inspection, intermodal activities, intelligent transportation systems and environmental issues. NHI is also responsible for the Universities and Grants scholarship program that provides support to students and faculty for the furtherance of their transportation education. NHI requires on-site technical and administrative assistance in broad areas of marketing, customer relations, distance learning, Instructional Systems Design, course delivery and instructor development. The contractor will provide professional, nonpersonal, technical and administrative support services to assist NHI in the development, revision, promotion and presentation of education, training and information transfer initiatives using Instructional Systems Design for the adult learner. The solicitation and all related documents and amendments, if any, will only be released and available electronically through Federal Business Opportunities (FedBizOpps) web site at http://www1.eps.gov/spg/DOT/FHWA/postdate_1.html which will list all the FHWA business opportunities sorted by posted date. The solicitation and related documents will be posted under the RFP number. Interested parties must download the RFP from that site. NO WRITTEN, TELEPHONIC, FACSIMILE, OR E-MAIL REQUESTS will be honored, however, interested parties can register at the aforementioned site to receive procurement announcements or notifications of postings by e-mail. Since this solicitation will only be available electronically, it is the responsibility of interested parties to monitor the FebBizOpps website for any solicitation amendments. The ESTIMATED release date of the RFP is August 30, 2002. NO OTHER PROCUREMENT INFORMATION IS AVAILABLE AT THIS TIME. ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises. The Department of Transportation, Short-Term Lending Program offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
