- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) sub part 12.6., as supplemented with additional information included in this notice. The Air Force Medical Logistics Office/Veterans Affairs Special Services intends to negotiate on a sole source for a Purchase Order to Sabri Dental Enterprises, Inc., for the purchase of a custom-made Dental Handpiece Testing Apparatus, quantity of two. This handpiece must be able to test high speed, slow speed air driven and high speed and low speed electric driven dental handpieces; Handpiece mount must be able to move in a four-quadrant directional motion for an extended period of time (one hour) without lubricating the pivot points, so not to contaminate the testing procedure and be able to apply 1-30 grams of test load that is easily adjusted by operator before, during, and after testing when required. Test load contact and remove timer, and a separate cycle counter integrated into one unit that provides adjusting controls for operator; Handpiece test block with hairbrush attachment and bronze metal contact for dental bur contact (acting as a normal tooth); Programmable processor controller able to change cycle times and parameters by operator that is integrated into the overall handpiece tester that allows complete computer control of all functions; Three air pressure regulators for handpiece operations that will accurately display existing air pressure provided to handpieces and allow for high and low adjustments by operator before, during, and after testing; All above components are incased in a chamber that is lined with noise reducing, acoustic material and must able to view all operations from human eye between 54 inches and 82 inches in height. A viewing hinged window must be placed on the top of the testing unit so that it can be closed and opened thus reducing noise and preventing testing contamination during operation. Specific size of the unit is critical. The testing unit, after incased, must not exceed the following size: 18? x 24? x 38?. Electrical controls and switches must all be 120VAC/60Hz. Delivery shall be to the USAF Dental Investigation Services, IL. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Because this equipment is also a brand name requirement, Government believes Medical Plastics Laboratory is the only vendor that can satisfy the agency requirements described above. No solicitation is available. The following FAR clauses are added by reference: FAR 52.212-1, Instructions to Offeror--Commercial Items; FAR 52.212-3, Offeror Representations and Certification--Commercial Items; FAR 52.212-4, Contract Terms and Conditions--Commercial Items. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items.
