Description
The purpose of this presolicitation notice is to identify 8(a) companies to compete for Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts for providing software development, modification, maintenance, integration and other Non Advisory and Assistant Services (A&AS), Non Personal software support services to the USAF and Department of Defense (DoD). While we plan to issue three or more contracts, the Government reserves the right to issue more, less or none. This acquisition will limit competition to eligible 8(a) concerns in North American Industry Classification System (NAICS) Code 541511 with a size standard of $21M. The source selection is being conducted in accordance with AFFARS 5315 (14 June 02). Each of the multiple award ID/IQ contracts will have a contract period of 5 years and a minimum value of $10,000. The maximum value of all task orders to be issued under all contracts is $100M. The advisory multi-step process of FAR 15.202 will be used. Interested 8(a) offerors should visit Headquarters Standard Systems Group?s (HQ SSG) web site at https://web1.ssg.gunter.af.mil/8acontract and review the 8(a) acquisition documentation. Responses to the 8(a) qualifications questionnaire and past performance information will be used to determine which 8(a) companies are most qualified to perform the tasks required by the Request for Proposal (RFP). Respondents? capabilities in the areas of Development/Modification/Maintenance/Integration of Software Systems, Network Management/System Administrations/Field Assistance, Management, Personnel and Past Performance will be considered in determining the most viable competitors. Interested companies must complete the 8(a) qualifications questionnaire and past performance information and return it to the Contracting Officer, Ms Marie L. Amos, no later than 4:00 p.m. on 6 Sep 02. Responses may be sent via e-mail to marie.amos@gunter.af.mil, and a copy to gail.sosa@gunter.af.mil, or via mail to Marie L. Amos/Gail Sosa, HQ SSG/PK, 490 E. Moore Dr, MAFB-Gunter Annex, and AL 36114. Offerors are responsible for confirming that the Contracting Officer receives responses submitted by the indicated time/date. Interested offerors are encouraged to review all RFP documentation provided on the web site, currently in draft form, and to submit any comments/recommendations via e-mail to marie.amos@gunter.af.mil and copy to gail.sosa@gunter.af.mil no later than 4:00 p.m. on 30 Aug 02. Any comments /recommendations received will be taken into consideration in finalizing the SOW, as well the rest of the RFP. Finalized documentation will be available at https://web1.ssg.gunter.af.mil/8acontract on or about 30 Sep 02. Anticipated award date is Jan 03. The primary services to be provided under the anticipated contracts are Non A&AS, Non Personal in nature and include: maintenance, modification and integration of currently implemented systems, field assistance, system/network/database administration, testing, system security, training, software development and other engineering services. The HQ SSG Systems Engineering Process, version 5.0 or latest, will be the guidance for these types of services. An Ombudsman has been appointed to address concerns from offerors or potential offerors. The purpose of the Ombudsman is not to diminish the authority of the program manager or contracting officer, but to communicate vendor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
