- NA This is a combined synopsis/solicitation for commercial items. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. RFQ # DAAE30-02-Q-0888. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (01-07). The US Army ARDEC, Picatinny Arsenal has the following requirement: SCOPE/OBJECTIVE: The Pyrotechnic Systems Team at Picatinny Arsenal requires three gravimetric feeders to enhance safety and operational efficiency in their Pyrotechnic Pilot Plant. These feeders will enable remote, measured introduction of pyrotechnic mixes and mix constituents into items and mixers. Materials to be fed include finely powdered metals such as magnesium and aluminum; and oxidizers such as sodium nitrate and potassium perchlorate; and mixtures that contain both powdered metals oxidizers and other materials homogenously blended. The feeders must process these materials safely with regard to their sensitivity to stimuli such as friction, electrostatic discharge etc. EQUIPMENT REQUIREMENTS: Can safely weigh, move and discharge pyrotechnic composition powder and powdered constituents of pyrotechnic compositions without causing ignition of powder. Powder properties are: Formulation of compositions is 10-90 weight % of powdered metals, 10-90 weight % of powdered oxidizers, ?- 15 weight % of thermoplastic or thermoset binders (either as thin coating on particles of other constituents or as fine powder), 1-25 weight % of other powdered chemicals, Metals include magnesium, aluminum, boron, titanium, silicon, zirconium, tungsten. Most common oxidizers include sodium nitrate, Teflon?, potassium nitrate, barium chromate, potassium perchlorate, barium nitrate, strontium nitrate. Other chemicals can include polyvinylchloride, silicon dioxide, graphite among others. Density range of bulk powder is 0.4 ? 4.0 gm/cc. Powders are dry.Powders may not flow well. Operational capacities: Feed hopper sized to hold up to thirty pounds of powder. Capable of delivering and weighing up to thirty pounds of powder within five minutes. Operated remotely with programmable features. Delivers specified weight of material within 0.1 lbs. Discharge speed controllable to within 0.25 lbs/min. Electrical specifications are: 230V, 1 or 3 phase Explosion proof motor for Class I, Group D and Class II, Group E .Maximum dimensions, including stands and support structures will be given upon request. Capable of being strongly (e.g., bolted) affixed to stand and/or floor. Discharge port is, or can be located using support structures 3-4 feet from floor. Contact surfaces constructed from 304 or 316 stainless steel. Other components constructed from corrosion resistant materials or surface treated to prevent corrosion. Designed to minimize noise. Weight to be discharged controllable to nearest 0.1 pound. Feed rate controllable to nearest 0.25 lbs/min. Vendor will provide information that verifies that equipment meets above requirements. This can include specifications, prints, brochures etc. Description and price of any additional equipment that feeder requires for proper operation. OTHER REQUIREMENTS: Total feeders required are three. Warranty ? state if standard or optional, length and conditions, and cost if optional. State whether installation must be performed by vendor or authorized representatives If the answer is yes than the vendor must price installation separately from the equipment cost and the time required to perform the installation. If the answer is no, than the vendor must provide written installation instructions that will allow trained craft workers (e.g., electricians, welders, etc.) to install the equipment properly. State whether training by the vendor or authorized representative is necessary. Documented history (within past 10 years) of selling gravimetric feeders for similar applications, e.g., explosive materials or environments. Indicate whether a pilot run(s) must be performed on the materials described above before a feeder can be properly sized and priced. Give the cost and schedule for this task. Provide all required operating manuals and diagrams. These may be provided in either hard copy or on electronic media. DELIVERY will be within 60 days from purchase. The vendor will notify TACOM-ARDEC of two weeks before delivery to allow personnel to make final site preparations. The delivery address is: US Army TACOM-ARDEC Picatinny Arsenal, NJ 07806-5000Bldg. 1509. EVALUATION CRITERIA: Lowest price technically acceptable.
