Description
NA (i)This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only so licitation; proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SYNOPSIS/SOLICITATION WILL NOT BE AVAILABLE. (ii) Synopsis/Solicitation DAKF10-02-T-0080 is issued as a Request for Proposal (RFP) using simpli fied acquisition procedures. (iii) Incorporated provisions and clauses are located in the Federal Acquisition Regulation 12.6. It is the contractor?s responsibility to be familiar with all applicable clauses and provisions listed below. Copies may be fou nd at http://abop.monmouth.army.mil/frrt.nsf/Solicitation+by+Number?OpenView . (iv)This procurement is a 100% Small Business Set Aside. The Standard Industrialization Code (SIC) is 4225, NAICS (49311) with a size standard of $18.5 million. (v) Contra ct Line Item Number (CLIN) 0001: Base Period - Estimated 750 vehicles storage, Monthly Price Per Vehicle ____ X 12 months = $_________ ; CLINS 0002, 0003, 0004, & 0005 cover Option Periods of 12 months each. Offerors shall complete Bid Price Schedule at ht tp://abop.monmouth.army.mil/frrt.nsf/Solicitation+by+Number?OpenView and submit with proposal. (vi)The Army has a requirement to provide long term security vehicle storage for personally owned vehicles (POVs) for deploying personnel of the 3d Infantry Di vision, Ft Stewart and Hunter Army Airfield, Georgia. The area required must be large enough to safely and securely store an estimated 750 vehicles or no less than 150 vehicles should the government make multiple awards. Contractor shall state in their p roposal how many vehicles can be stored at their location and price per month per vehicle. Early withdrawal of vehicles must be permitted in event of return of deployed personnel. In the event of early withdrawal, the monthly price will be prorated for t he period of storage. Payment will be made only for actual vehicles stored. The contractor?s facility must be located within fifteen (15) miles of Bldg 01 at Ft Stewart, Georgia. Only vehicles approved by the Government point of contact (POC) may be acc epted for storage. The contractor must perform a joint inspection with the owner prior to the vehicle being stored. This joint inspection must document existing damages/dents/scratches on vehicles. Contractor may use his own form for the joint inspectio n and maintain a copy on file. Contractor will be required to conduct joint monthly inspections with the Contract Representative. Contractor shall retain and secure vehicle keys provided by the owner. The contractor must maintain adequate garage keeper? s insurance coverage to cover the total loss or damage of all the vehicles that are stored in case of an incident or event that destroys part or all vehicles on its premises. This includes acts of nature, vandalism, theft or accidental damage that occurs to the vehicle that is not noted on the joint inspection. The contractor must submit a copy of its garage keeper?s insurance coverage to the Contracting Officer with a copy to the Contract Representative prior to commencement of the contract. The Contrac tor must inform the Contract Representative and the Contracting Officer of any accidents that occur while in the possession of the contractor. The Contractor shall provide a means of contact to allow for owners to pick up their vehicles 24 hours per day, 7 days per week in cases of redeployment. Owners must provide their name and military ID before being allowed to pick up vehicles. Owners shall be responsible for startup of their vehicles to include checks of water, oil, gas, etc. The contractor shall provide jump-starts to any vehicle that cannot start on its own. The contractor is not responsible for any bad batteries or tires. The contractor shall provid e air for tires that have deflated during storage. (vii)The Proposed contract shall start September 01, 2002 with options to extend the term of the contract for four additional one year periods. (viii) The provision at 52.212-1, Instructions to Offeror s -- Commercial, applies to this acquisition . (ix) Evaluation of offers will be made as follows: All responsible small business concerns may submit an offer, which will be considered. The government reserves the right to make multiple awards to the respo nsible offerors submitting the lowest, responsive offer. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unaccepta ble if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (x) Clause 52.212-3 must be completed and submitted along with your proposal.. (xi) FAR 52.212-4 clause, Contract Ter ms and Conditions -- Commercial Items, applies to this acquisition.(xii) FAR 52.212-5 clause, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition.
