Description
NA This is a combined synopsis/solicitation for construction, installation, repair, replacement, evaluation and analysis of Medical Gas Systems (Infrastructure), Environmental and Safety related construction (not limited to oxygen, nitrous oxide, nitrogen, ev acuation/vacuum systems, waste anesthesia gas disposal and lab processed/dental medical air in medical facilities). The contractor shall provide labor, materials, equipment and construction for the Medical Gas Systems necessary to perform testing, evaluati on, inspection, certification, installation, repair, replacement and quality tests and analyses on Medical Gas Systems, other piped gas systems and environmental conditions at U.S. military installations worldwide, including but not limited to the continen tal United States, Hawaii, Europe, Asia, Caribbean, and Alaska. (CONUS and OCONUS). The purpose of this construction contract is to determine if the systems are operating and/or have been installed in the design parameters and the standards for quality of service specified in the NFPA 99, JCAHO Standards, and the Military Handbook 1191, Medical Military Facilities Design and Construction Criteria. Professional Qualifications: The selected contractor must be certified in accordance with NFPA 99 paragraph ent itled Qualification of Brazing Procedures and Brazing Performance. Medical gas system designers must be licensed professional engineers with at least 5 years experience in design of medical gas systems. Testing and certification of medical gas systems shal l be performed by personnel with three or more years experience on medical gas systems. Work shall be provided as required to assure the operational reliability, assess special risks and respond to failures of the system(s) and their support to the patient ?s care environment. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07. The government seeks to award a fixed price Indefinite Delivery Indefinite Quantity (IDIQ) task order c ontract. Period of performance will be from 30 September 2002 through 29 September 2003 with 4 1-year options. The Task Orders will be set aside 25% to 8(a), 25% to Hubzone and others non-restrictive. Offerors are to provide hourly rates for the following labor categories: Program Manager, Project Manager, Contract Administrator, Safety Manager, Mechanical Engineer, Electrical/Electronic Engineer, Industrial Hygienist, Draftsman, Quality Control Manager, Medical Planner and Project Superintendent. The medic al gas tasks may be required separately or in combination. Only one proposal is required. Multiple/Alternate proposals will not be accepted.
