Description
The Fleet and Industrial Supply Center (FISC) Norfolk, Detachment, Philadelphia intends to modify existing contracts N00140-98-C-G302 and N00140-98-D-G303 with San Diego City College in order to allow for an additional three (3) months of Education and Training Services, which include curriculum maintenance, curriculum development, and instruction to support the Naval Technical Training Center, San Diego, CA beginning 01 October 2002 and ending 31 December 2002. This action is required in order to provide continuity of services and to allow sufficient time to finalize and process the requirements of a competitive follow-on contract. The solicitation for the follow-on requirement, N00140-02-R-1961 will be available electronically upon its release at: http://www.neco.navy.mil. Services will be required for courses in the areas of Mess Management, Instructor Training, Air Conditioning and Refrigeration, Electrical, Engineering, Force Protection, and Electronics. San Diego City College is considered the only supplier of these services at this time, as they are the only company, which can support the immediate needs of the government without a costly start-up period. This contract is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or to submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after the date of publication of this synopsis will be considered by the government. Information received as a result of this notice of intent will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the government. The Government will not pay for information received. The applicable North American Industry Classification System (NAICS) Code and size standard is 611310 and $6M, respectively. Numbered Note 22 applies.
