Description
Amend the title of this synopsis/solicitation to: 23--40 foot Flatbed Trailers The date and time for receipt of quotes remains unchanged at August 20, 2002 at 2:00 p.m. HST. The Regional Contracting Department, Pearl Harbor, Hawaii intends to award an unrestricted contract. Solicitation N00604-02-T-B317. This is a combined synopsis/solicitation for the acquisition of commercial supplies prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this announcement. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; WRITTEN PROPOSALS ARE BEING REQUIRED AND A WRITTEN SOLICITATION will not be issued. Proposals must include a completed Representations and Certifications (FAR 52.212-3 Offeror Representations and Certifications--Commercial Items and DFARS 252.212-7000 Offeror Representation and Certifications--Commercial Items. All prospective quoters are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. All responsible sources may submit a quotation in response to this synopsis, which shall be considered. This synopsis/solicitation is being issued as a Request For Quotations (RFQ), for a Firm Fixed Price type contract incorporating provisions and clauses in effect through Federal Acquisitions Circular 2001-07 and DFARS Change Notice 20020531. The Regional Contracting Department, Pearl Harbor, Hawaii intends to award a firm fixed price contract for the following: ITEM 0001, Flatbed Trailer, Qty 6 each, 40 ft Length, 96 inches wide, 1-1/8 inch Hardwood flooring, 3/8 inch x 5 inch top and bottom flange on center beams, 6 inch structural channel-side rail 1/2 inch x 2 inch rub rail with pipe spools, 25-3/4 inch deep fabricated beam -80,000 lb GVWR distributed, 4 inch Jr "I" Beams Crossmembers on 14 inch Centers, 48 inch high removable bulkhead, Two (2) 22,500 lb capacity Rockwell axles (71.5 inch Track), Hutchens H9700 T closed tandem fixed spring type suspension, 16.5 inch x 7 inch brakes, 2S/1M2100 ABS, auto slacks adjusters, outboard drums, ABS (Anti-Lock) brake system, Twenty (20) undermount winches for securing loads, 36 inch King Pin setting (based on 48 inch 5th wheel height), Two (2) speed Holland Model LG150 landing gear, 7 way electrical socket, standard truck lit seal beam clearance, stop, turn, and tail lights, #300 James King Registration Holder, One (1) Aluminum toolbox, frame mounted, Eight (8) Bridgestone 11R24.5G 14 ply R 194 Tubeless Radial Highway Tread tires, Eight (8) 8.25 inch x 24.5 inch 10 Hole Budd Type steel disc wheels painted white, All metal areas primed and painted black. Quote is to be FOB Destination, Pearl Harbor, Hawaii. Offeror to propose best delivery schedule. The FSC code is 2330. The NAICS code and the small business size standard for this procurement is 421110 and 500 employees respectively. All qualified responsible business sources may submit a quotation, which shall be considered by the agency. Contractor must be registered in the Central Contractor Registration Database (CCR) to be eligible for Department of Defense Contract awards. Lack of registration in the CCR database will make an offeror/quoter INELIGIBLE FOR AWARD. Please ensure compliance with this regulation when submitting your quote. The following clauses also apply DFARS 252.204-7004 Required Central Contractor Registration, DFARS 252.204-7001 Commercial and Government Entity (CAGE) Reporting, DFARS 252.212-7001 Contract terms and Conditions Required to Implement Statues of Executive Orders Applicable to Defense Acquisitions of Commercial Items. Under this clause, the following is incorporated by reference: DFARS 252.225-7001, Buy American Act and Balance of Payments Program (41 U.S.C. 10a- 10d, E.O. 10582). REVIEW OF AGENCY PROTEST (FISCPH) (APR 2000) (a) The contracting activity, Fleet and Industrial Supply Center, Pearl Harbor (FISCPH), will process agency protest in accordance with the requirements set forth in FAR 33. 103 (d). (b) Pursuant to FAR 33. 103 (d) (4), agency protests may be filed directly with the appropriate Reviewing Authority or a protester may appeal a decision rendered by a Contracting Officer to the Reviewing Authority. (c) The Reviewing Authority for FISCPH is the Director, Regional Contracting Department (Code 200), Fleet and Industrial Supply Center, Pearl Harbor, at 1942 Gaffney Street, Suite 100, Pearl Harbor, HI 96860-4549. Agency procurement protests should clearly identify the initial adjudicating official, i.e., the Contracting Officer or Reviewing Official. (d) Quoters should note this review of the Contracting Officer's decision will not extend GAO's timeliness requirements. Therefore, any subsequent protest to GAO must be filed within 10 days of knowledge of initial adverse agency action. All prospective quoters interested in submitting a proposal for this solicitation shall include your name, address, telephone number and point of contact, fax number, e-mail address and commercial and Government Entity (CAGE) code.
