Description
The Environmental Protection Agency's Office of Solid Waste (OSW) desires Hazard Ranking System Documentation Record Preparation, Training, and Conference Support to the Office of Emergency and Remedial Response (OERR) in assessing and implementing National Priorities List (NPL) activities. The support includes: (1) preparation of Hazard Ranking System (HRS) documentation record packages for sites which will be proposed to the NPL, (2) training, and (3) meeting and conference support. This requirement will be procured as a small business set-aside. The anticipated release date for the Request for Proposals (RFP) is September 15, 2002. The anticipated level-of-effort provides for a two-year base period of 12,730 direct labor hours in the base quantity, with optional quantities potentially totaling 7,260 direct labor hours; a one-year Option Period 1 base quantity of 6,365 direct labor hours, with optional quantities potentially totaling 3,630 direct labor hours; a one-year Option Period 2 base quantity of 6,365 direct labor hours, with optional quantities potentially totaling 3,630 direct labor; and a one-year Option Period 3 base quantity of 6,365 direct labor hours, with optional quantities potentially totaling 3,630 direct labor hours. The total potential level-of-effort is 49,975 direct labor hours. The statement of work requirements fall under NAICS code 54162. Prospective offerors should note that there are significant Conflict of Interest restrictions associated with this requirement. The Agency has determined that any contractor who, at the time of contract award, would be considered an EPA or non-EPA Response Action Contractor (RAC), would have a significant actual or potential Conflict of Interest (COI) in performing the work required under this contract and shall not be eligible for award of this contract for the subject acquisition as an EPA Prime or Subcontractor. Response action work is defined as a CERCLA-authorized action at a Superfund site involving either a short-term removal action, emergency response action, or a long-term remedial response with respect to any release or threatened release of a hazardous substance, pollutant or contaminant from the facility and includes any evaluation, planning, engineering, surveying and mapping, design, construction, equipment, or any ancillary services related to such removal action or remedial response. The purpose of this announcement is to notify potential offerors of EPA's requirement, generate the source list, and to direct interested parties to the EPA's "Contracting with EPA" Internet World Wide Web site (http://www.epa.gov/oam/srpod/) <(http://www.epa.gov/oam/srpod/)> for further information on this procurement as it becomes available. In an effort to streamline the procurement process, and to utilize the Internet and electronic communications to the maximum extent possible, the subject RFP, amendments and other related items for this procurement will be posted on the EPA Office of Acquisition Management's (OAM) homepage, under the area entitled "Contracting with EPA." Also posted on the Internet will be an ongoing status update to inform interested parties of current information related to the procurement. Potential offerors are requested to download the RFP and amendments from this internet location rather than requesting hard copies from this office.
