Description

The General Services Administration intends to negotiate a sole source award for Code 25 of DoD Center for Deployment Health Research, Naval Health Research Center (NHRC) to Anderson Direct Mail Facility. The contractor shall provide the following to complete an in-progress task: printing, compilation, data analysis (compilation, reporting, etc.) of recipient database, bar coding for database tracking, postage and handling of Millennium Cohort Study materials. Specifically, questionnaire packets #Q2u, #Q3u, #Q1x, #Q2x, and #Q3x are to be sent to apx. 60,000 participants of the Study, (apx 210,000 total), including printing, bar coding, inkjet services, compilation services, hand-stuffing all envelopes for 4-way match of personalized materials, and postage. Service specifics are the following: (1) Laser print body of cover letter onto pre-printed logo letterhead; (2) Laser print body text onto pre-printed logo postcards; (3) Data analysis (compilation, reporting, etc.) of recipient database, apx. 85,000 names; (4) Check, screen, and validate barcode 5-part sequence for mis-information;(5) three-way manipulation and comparison of database entries for updates and non-fit data; (6) remove nulls; (7) five-way match of known address locators; (8) Inkjet recipient name, address, and specific barcode identifier onto pre-printed materials consisting of; (9) Outgoing envelope; (10) Questionnaire; (11) Consent form; (12) Business reply envelope; (13) or postcard only; (14) Hand-insert questionnaire, consent form, business reply envelope, cover letter, Secretary of Defense letter, and incentive into the outgoing envelope. Required to match (e-h), from above to each specific recipient; (15) Service Contractor supplies materials, all currently on hand; (16) Pre-sort questionnaire packages for optimum postage; (17) Deliver to post office, for same-day delivery of all recipients; (18) Postage paid by Service Contractor. Anderson Direct Mail Facility?s historical knowledge, database development, competence, ability, and efforts have proven successful to the needs of NHRC and due to the complexity of the mailing schedule and requirements for data-specific bar coding, we must utilize only one facility to maintain continuity and insure participant tracking is successful via their bar coding of all pieces to be mailed. All mail pieces are required by the study?s protocols to mail out at same time, thus requiring a large team to compile all of the packages in one day. he SIC Code is 2741 and the NAICS Code is 511140. All interested parties must submit a capability statement that sufficiently describes their qualifications and previous experience relevant to fulfilling the above requirement. Capability statements shall include evidence that the firm has previous experience in providing this requirement.
