Description

The Government announces its requirement to procure for the installation of security enhancements in occupied spaces at the Leo O'Brien Federal Office Building, Albany, NY. The successful contractor shall furnish all necessary labor, materials, equipment, tools and supervision. The various security devices include, but are not limited to, installation of an enrollment station/data transmission media computer at a location in Albany, NY and an electronic entry control system. The contractor shall remove existing electronic control panels, door strikes, motion detectors and door contacts. The devices shall include all components to insure a complete and fully functional operating system. The contractor will be responsible for moving or relocating any furniture or equipment in order to install any equipment. Any building components altered in any way must be refinished and comply with all building codes. This procurement is open to competition among both large and small business concerns pursuant to the Small Business Competitiveness Demonstration Program (FAR subpart 19.10). The magnitude of this construction project is estimated between $100,000 and $250,000. The North American Industry Classification System (NAICS) code is 235310 and the size standard is $12 million. Performance and payment bonds will be required following award pursuant to the Miller Act. A bid guarantee is also required. The solicitation will contain a 10% price evaluation preference for HUBZone small business concerns pursuant to FAR 52.219-4; an additional 10% Price Evaluation Adjustment will be available to small disadvantaged business concerns from the states of CT, IA, KS, MA, ME, MN, MO, NE, NH, ND, RI, SD, VT) pursuant to FAR 52.219-23 (ALT II). The required construction completion date is 90 days commencing one day after the notice to proceed. The tentative solicitation release date is no earlier than 15 days after posting in FedBizOpps. All responsible sources may submit a proposal that will be considered by the agency. This solicitation incorporates documents which are not available electronically on the Government Port of Entry (GPE). Interested parties may access the solicitation at http://www.fedbizopps.gov. This site provides instructions for downloading the solicitation file. The solicitation, amendments to the solicitation, specifications and drawings will be available through a secured Internet site. Interested parties shall send all requests to access the secured Internet site and requests for the solicitation to the attention of Joan Koeppe at the e-mail or mailing addresses shown in this presolicitation notice. Contractors are requested to provide a street address, telephone number, business license or other documentation granted by the state or local jurisdiction to conduct business, valid DUNS number, valid IRS Tax ID Number and e-mail address. Contractors will also be required to sign a Document Security Notice. Once the request for the solicitation has been accepted one e-mail will be sent to the e-mail address provided. The e-mail will provide instructions for entry into the secured Internet site and access to the solicitation. Contractors should request e-mail notification from FedBizOpps in order to remain apprised of solicitation availability.
