Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Item 1. Quantity 1 EA: Advance Research System(ARS) Model LT-3-110 Helium Cryostat System or Equal. Item 2. Quantity 1 EA: Vacuum Pump,5.5 m3/hr, 1E-3 mbar. Direct Drive, Rotary Vane or Equal; Item 3 Quantity 1 EA: Liquid Nitrogen Dewar, designed to operate with Helitrans from 77K to 350K, Painted Carbon Steel Construction 100L capacity or Equal. SALIENT FEATURES FOR THE PROCUREMENT OF A HELIUM CRYOSTAT (AUG, 2002)are as follows: 1.0 DOCUMENTATION The supplier shall provide published information/specification or generated test data showing how the proposed system compares to the requirement of this specification. The supplier may use photographs, drawings, sketches, and/or test data to demonstrate compliance to each requirement of this specification. A complete set of documentation of the operator?s manual, service manuals, schematic diagrams, parts list, and any technical information required for proper operation and maintenance of the system shall be supplied with the system. 2.0 WARRANTY The supplier shall specify a warranty for the equipment to be provided for at least one year after date of shipment at no cost to the government for parts or labor. 3.0 SYSTEM SPECIFICATIONS The system shall be able to cool and maintain the temperature of Resistive Temperature Devices (RTDs) in the temperature range of 2K to 350K. The system shall allow for mounting up to 4 RTDs for cryogenic calibration from 2K to 350K. The system shall provide mounting for a typical RTD such as the Rosemount model 134. The system shall have a suitable helium transfer line that will provide non-turbulent and uniform liquid delivery and guarantee high refrigeration capacity and uniform temperatures from 2K to 350K. The transfer line will be a minimum 10 foot flexible section. The system will include a Dewar Adapter with relief valves and Dewar pressurization fittings. The system will include flowmeters to regulate and optimize helium consumption and will also permit locked in flow settings for frequently repeated tests. The system will include suitable instrumentation for temperature control and monitoring. The system will include all feedthroughs for RTD wiring. The system will include one integrated temperature controller, tested with the system, including all interconnection cables. The temperature controller will be both RS-232 and IEEE-488 interfaceable. The system will include one vacuum pump suitable for maintaining system vacuum. The system will include one 100L Liquid Nitrogen Dewar. The provisions and clauses in the RFQ are those in effect through FAC 2001-08. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 334516 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to SSC is required within 2 months ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by 4:30 local time September 9, 2002 and may be mailed to DA20/ Delma Moore, Contracting Officer, John C. Stennis Space Center, SSC, MS 39529 or faxed to DA20/Delma Moore, (228) 688-1141. Quotation to include, solicitation number, FOB destination to this Center, proposed delivery schedule, unit price and total price, discount/payment terms, descriptive literature, completed Offeror Representations and Certifications , warranty terms and duration, taxpayer identification number (TIN), CAGE CODE,identification of any special commercial terms, and be signed by an authorized company representative. Quoters shall use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. The Representations and Certifications required by FAR 52.2l2-3 may be obtained via the internet at URL: http://ec.msfc.nasa.gov/msfc/pub/reps_certs/sats/ FAR 52.212-4 is applicable. FAR 52.212-5 is applicable and the following identified clauses are incorporated by reference. 52.232-38, 52.222-19, 52.225-13,NFS 1852.204-74, 1852.219-76,1852.246-71, 1852.223-72, 1852.225-70, and 1852.233-70, 52.211-14, 52.211-15, AND 52.247-34. FAR 52.222-3, 52.233-3, 52.222-21, 52.222-26, 52.222-35, 52.222-37, 52.225-1, 52.232-33. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirement. All quoters shall submit descriptive literature of the items being offered with their quote. Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications - Commercial Items with their quote.
