Description
The Social Security Administration (SSA) is seeking quotations for Custom Ceiling Panels for SSA's downtown Metro West facility in Baltimore, Maryland. This notice is a combined synopsis/solicitation for commercial items (as defined by Federal Acquisition Requlation (FAR) 2.101) prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested, however, a written request for quotation (RFQ) will not be issued. This acquisition is subject to FAR Subpart 13.1 regarding the application of simplified acquisition procedures. All responsible business sources may submit a quotation which shall be considered. The solicitation number is SSA-RFQ-02-0370. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08. OBJECTIVE: The objective of this solicitation is to obtain custom-ceiling panels for SSA's Metro West facility in Baltimore, Maryland. SCOPE: This specification describes requirements for ceiling panels for SSA's Metro West facility in Baltimore, MD. SPECIFICATIONS: Vendor shall supply 2,500 each (exact quantity is required) custom size (48" x 60" x 1 1/2") acoustical ceiling panels. Panels shall be Armstrong Optimal Open Plan Acoustical Ceiling Tile brand or equivalent with the following specifications: substrate material shall be fiberglass with DuraBrite acoustically transparent membrane or equivalent; surface texture shall be very fine, soil-resistant, impact-resistant, scratch-resistant, 3 mil washable vinyl face with CAC backing; the color shall be white; acoustics NRC 0.95, AC 210, CAC 25; light reflectivity shall be 0.89; fire resistance rating shall be Class A Flame Spread 25 or under (UL Labeled) per ASTM E 1264; ASTM E 1264 Classification shall be Type XII, Form 2, Pattern E; insulation vale shall be R Factor 3.0 (BTU units), 0.53 (Watts units); HumiGuard Plus humidity/sag resistance or equivalent; weight shall be 0.65 lbs./SF; 10-year warranty. TERMS AND CONDITIONS: The provisions of FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (FEB 2002) are incorporated by reference. FAR 52.212-5 (MAY 2002) applies as follows: (a)(1), (a)(2); (b)(11), (12), (13), (14), (15), (16), (21), and (25); (d), (e). INSTRUCTIONS FOR SUBMITTING QUOTATIONS: The provisions of FAR 52.212-1, Instructions to Offerors -- Commercial Items (OCT 2000) applies and is hereby tailored as follows: Paragraph (a) The NAICS Code is 235420. Paragraph (b)(4) - Product literature providing a detailed technical description of the item being offered is required as part of the offer. Paragraph (b)(8) - A completed copy of the representations and certifications at FAR 52.212-3 (JULY 2002 version) is required as part of the offer. Paragraph (d) - A product sample is required as part of the offer. Paragraphs (e), (h) and (I) do not apply to this acquisition. The following additional information applies: All quotes shall include prompt payment terms; Data Universal Numbering System (DUNS), Tax Identification Number (TIN), and full name and address to whom the purchase order award shall be made out to. All shipments associated with the purchase order award shall be on an F.O.B. destination basis only and shall be shipped to SSA, Attn: Receiving Clerk, Metro West Building, 300 N. Greene Street, Baltimore, MD 21290-0300. The resulting purchase order number shall appear on all boxes, containers and cartons. The time of delivery shall be no later than 30 calendar days from the date the contractor receives the purchase order award from the Government. Offers shall be submitted to the attention of the Contract Specialist, Deborah R. Wilson, Social Security Administration, Office of Acquisitions and Grants, 1710 Gwynn Oak Avenue, Baltimore, MD 21207 no later than 3:00 p.m. local prevailing time on Friday, August 30, 2002. All offers shall be submitted on a firm-fixed-price basis for both unit and total prices and shall reflect the same. EVALUATION CRITERIA: The provisions of FAR 52.212-2, Evaluation -- Commercial Items (JAN 1999) (Custom Tailored), for evaluation purposes, a purchase order award shall be made to the technically acceptable, lowest total price offeror.
