- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. Proposals are hereby being requested and a written solicitation will not be issued. Refer to solicitation as RFQ N00140-02-Q-3721. This solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-07 and DFARS Change Notice 20020531. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.arnet.gov/far and www.dtic.mil/dfars. A firm fixed contract is contemplated. The NAICS is 443120 and the Small Business Standard is 100. This is a sole source action with Microsoft Corporation, which in accordance with FAR 6.302-1, since they are the only source capable of providing the required subscriptions. The FISC Norfolk Detachment Philadelphia requests responses from qualified sources capable of providing: (1) Technical Account Manager, up to 200 hours of a TAM's time for proactive, technical consulting and account management, (2) Technical Support, 45 Support Incidents which include hot fixes, critical problem alerts, multi-vendor coordination, and monthly status meetings, (3) Technical Information Services which include news flashes, expert roundtable participation, and unlimited-user service desk license. The period of performance is date of award through 12 months thereafter. The following FAR provision and clauses are applicable to this procurement: 52.212-1, NOTE: Offerors attention is specifically directed to paragraph (b)(11) of this provision. OFFERORS THAT FAIL TO FURNISH REQUIRED REPRESENTATIONS OR INFORMATION, OR REFECT THE TERMS AND CONDITIONS OF THE SOLICITATION MAY BE EXCLUDED FROM CONSIDERATION. 52.212-2, 52.212-3 ALT I; 52.212-4, 52.212-5 including the following additional FAR clauses/provisions 52.203-6, 52.219-8, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, and DFARS 252.212-7001 including the following additional DFARS clauses/provisions 252.212-7001, 252.225-7012, and 252.225-7036. Additionally, FAR 52.217-9, FILL-IN: paragraph (a) 30 days FILL-IN: paragraph (c) 12.5 months and FAR 52.245-2 are incorporated by reference. Offerors are advised to include a completed copy of provisions at FAR 52.212-3 ALT I and DFARS 252.212-7000 with their proposal. The Year 2000 Warranty - Commercial Items applies. All information technology items must be Year 2000 compliant. Year 2000 compliant means information technology that accurately processes date/time data (including, but not limited to, calculating, comparing and sequencing) from, into and between the twentieth and twenty-first centuries, and the years 1999 and 2000, and leap year calculations. Furthermore, Year 2000 compliant information technology, when used in conjunction with other information technology, shall accurately process date/time data if the other information technology properly exchanges date/time data with it. Addenda to FAR 52.212-1is DFARS 252.204-7004 entitled "Required Central Contractor Registration (CCR). Quoters must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at https://www.ccr.dlis.dla.mil/ccr/scripts/index.html. All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms. Quotes over 10 pages in total will not be accepted by facsimile. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
