- This is a combined synopsis/solicitation for commercial products, prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. Solicitation number N68836-02-T-0317 applies and is issued as a Request for Quotation. This procurement is set aside for small business. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-45 and Defense Acquisition Circular 91-19. The North American Industry Classification System (NAICS) code is 339992 and the business size standard is 500 employees. Fleet Contracting Center, Mayport Fl intends to purchase on a full and open competitive basis, one DigitalChurch Organ and components at an installed price. This requirement is for a fixed priced contract for the following. Digital organ, two manual 35 stop The purchase price to include trade-in of existing Allen 1990 Model ADC720 Organ, removal of the existing organ from the site, delivery and installation of the new components, tonal finishing to the acoustical environment of the chapel, and instruction for the chapel organist(s) in the proper use and care of the new equipment. Organ to include the following minimum specifications: The console to be built of solid lumbercore construction. Built to conform to nationally accepted American Guild of Organists standards for classical church organs, and to include the following: 1. Finished in satin American walnut with matching pedal board and lift-lid bench with a locking wood-slat roll top. 2. A lighted acrylic music rack and illumination on the pedal board. 3. Two 61 note buff finished woodcore manual keyboards. 4. One 32 note concave and radiating pedal board built of spruce. 5. Moving draw knob configuration with a complete piston system of not less than 10 General pistons and 6 divisional pistons and with toe studs for the Pedal division and not less than 6 General toe studs to duplicate the manual pistons with a minimum of 8 memory levels per piston. 6. A minimum of 35 pipe organ sampled speaking stops with a minimum sampling rate of not less than 52.5 kHz. A variety of at least 11 sampled second voices to be indicated on the draw knobs in red lettering. 7. Properly divided expression and Crescendo and Tutti functions that are user programmable and with two levels. Expression pedals to be built of cast aluminum and with a perforated metal rodent protector cage behind said pedals on the inside of the console. Lighted indicators. 8. All manual, pedal, draw knob and rocker contacts are to be of glass enclosed reed switch design. 9. A control station built into the front of the console to house all MIDI functions, a digital sequencer, a digital clock, and 8 tuning function, a transposer of not less than + or -6 half steps with lighted indicator and a user adjustable digital reverberation of not less than 20 levels. 10. All major console contained electronic components such as amplifiers, circuit boards, computer components and the like are to be housed in customized metal enclosures. All wiring to color coded. Electrical requirement are to be standard 120 volt current and a heavy duty surge suppressor is to be provided. MIDI Components: The organ is to be equipped with a standard General MIDI tone generator to provide a minimum of 100 additional voices and with the ability to be accessed through each of the organ keyboards and pedalboard and to be added to the piston settings and with an independent tuning device so as to have the capability of being tuned to the organ by the user. There will also be a disc drive sequencer provided that uses standard 3.5: high density floppy diskettes for recording the organ and for downloading the organ's memory onto diskette as well as for the replay of diskettes. The Audio System: A console contained amplification system of a minimum of 5 channels with a rating of not less than 80 watts per channel is to be included. There are to be 4 high performance Herald 200 speaker systems, each to include one (1) 1" Ferro-Fluid titanium diaphragm compression driver with matched exponential horn and one (1)15" woofer. Frequency response 30Hz to 20Hz with 94dB sensitivity and a Nominal impedance of 8 ohms. Additionally there will be one (1) 12" sub woofer to drive the lower pedal voices. Four identical Herald 200 speaker systems are to be included for the Antiphonal organ at the rear of the Chapel, wired into relays within the console to make the main and antiphonal organs capable of playing together or separately. All wiring from console to speaker locations is to employ new 16/2 gauge speaker cable. Request a 10 year manufacturer's full (limited) warranty with a 5 year manufacturer's warranty on the MIDI components, plus a two year service bond to be included in the purchase price. Installation shall be performed at Naval Station Mayport Chapel, Bldg 350, Naval Station Mayport Fl 32228. Point of contact: RP2 Gatewood (904-270-5212). Offerors shall include a completed copy of the provision at 52.212-3 , Offeror Representations and Certifications-Commercial Items with their offer. The Government intends to make a single award to the eligible, responsible offeror whose offer conforms to the solicitation, and is the most advantageous to the Government considering price, quality of product, warranty and delivery time.
