- NA This is a combined synopsis/solicitation for commercial items in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only so licitation; proposals are being requested and a written solicitation will not be issued. The solicitation number DAHA33-02-T-0036 is issued as a Request for Quotation, using simplified acquisition procedures. This is an ?all or none? solicitation. The Nort h American Industry Classification System (NAICS) code is 513322 and the small business size standard is 1,500 employees. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-08 and D FARS Change Notice 20020730. All responsible sources may submit a quote, which, if timely received, shall be considered by the Government. The contractor shall provide a quote and sufficent documentation for nationwide cellular airtime service for 53 gover nment owned Tri-Mode/CDMA Digital cellular phones that will require approximately 10,000 aggregate pooled minutes per month. The Government will reserve the right to renew subject contract on a yearly basis for a total of a 3- year period (Basic plus 2 opt ion years. This solicitation is for a base year representing twelve months beginning 1 Oct 02 - 30 Sep 03 plus 2-option years. The first year option will be during the period of 1 Oct 03 - 30 Sep 04 with the 2nd year option during the period of 1 Oct 04 - 30 Sep 05. The proposal shall include the following information to be considered: Detailed pricing for the base year and two option years for service described below. Bidders are requested to submit rate plans that reflect pricing for using Tri-Mode/CDMA D igital phones throughout the United States. The bids under this solicitation shall offer, at a minimum, only nationwide coverage. All bids shall clearly describe all toll free calling plans, exclusive of roaming charges, and any other offered toll free pla ns on a national basis. Each calling plan shall include charges for basic service and charges for prime and non-prime usage over and above the basic plan free time usage, access fees if any, local and/or state tax fees, universal service charges, and termi nation charges as applicable. All base plan usage shall reflect pooled (aggregate billing). Any pooled proposal must show, as an example, if each phone's base plan includes 100 minutes of free usage and there are 10 phones, no additional usage charges shal l apply until the total account exceeds 1,000 minutes used - all bidders shall submit a map of the total service area. Any proposal submitted should clearly stipulate how these areas are covered and provide the most cost effective means of coverage, includ ing extended calling areas, and teaming arrangements with other local cellular providers, if necessary. Indicate all coverage with a description of the service plans and associated fees for the calling area and any extended calling area - past performance references for the last three (3) contracts of a similar nature. Bids received without past performance references shall be considered non-responsive. Bidders shall ensure all reference points of contact, i.e., organization, name, and phone number, are acc urate. All respondents are encouraged to provide a variety of calling plans that would reflect the best value to the government. The number of cellular phones as stated above is for proposal purposes only; the actual number of cellular phones for the initi al base year contract may vary plus or minus the above stated amount, depending on changing requirements. Any resulting contract shall include the option to increase or decrease the number of cellular phones and service over the term of the contract by the above stated amount. Price evaluations are based on individual amounts and options as proposed on a per cellular phone basis. Proposals will be evaluated based on the factors as listed below for a base year contract, plus two one-year options, to be awarded no later than 1 October 2002. Exercise of the awarded contract is contingent upon availability of funds and/or a full appropriation at the time of award and for each new fiscal year. Service to become effective 10/01/02 and the place of delivery shall be 180th Fighter Wing, 2660 S. Eber Road, Swanton, Ohio 43558-9645. The following FAR clauses apply to this acquisition: 52.212-1 Instructions to Offerors - Comm ercial Items (Mar 2000). 52.212-2 Evaluation - Commercial Items (Jan 1999). 252.204-7001 - Commercial and Government Entity (CAGE) Code Reporting (Aug 1999). 252.204-7004 - Required Central Contractor Registration (Nov 2001). 252.232-7009 - Mandatory Payme nt by Government wide Commercial Purchase Card (Jul 2000). The Government will award a contract resulting from this combined synopsis/solicitation to the responsible Offeror whose proposal conforming to this synopsis/solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate proposals, price, technical capability and past performance. Vendors are required to submit past performance information, including points of contact, on the last three contracts for similar service. 52.212-3 Offeror Representations and Certifications - Commercial Items (May 2002). 252.212-7000 - Offeror Representations and Certifications -- Commercial Items (Nov 1995). All proposals shall be accompanied b y completed these representations and certifications. (Apr 1984). Funds are not presently available for performance under this contract beyond 9/30/2003. The Governments obligation for performance of this contract beyond that date is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment ma y arise for performance under this contract beyond 9/30/2003, or until funds are made available to the Contracting Officer for performance and until the Contractor receives notice of availability, to be confirmed in writing by the Contracting Officer. In a ddition to the listed FAR provisions and clauses, all Offerors must provide a contractor identification code which is currently the Dun and Bradstreet Data Universal Numbering System (DUNS) number. All Offerors must be registered and current within the Con tractor Registration Database (CCR) www.CCR.gov. All FAR provisions and clauses may be reviewed and/or obtained from the General Services Administration's Federal Acquisition Regulation web site at Internet address http://www.arnet.gov/far/. One copy of th e signed and dated proposal with applicable literature on plans with coverage maps must be submitted to the 180th Fighter Wing, 2660 S Eber Road, Swanton, Ohio 43558-9645, no later than 4:00 PM Eastern Standard Time (EST) on 23 September 2002.
