- NA The work includes test support, maintenance, construction, and operations at the Capitol Peak tunnel complex at the White Sands Missile Range (WSMR). Test support includes pre- and post-test preparations and recovery of test objects. Tunnel maintenance i ncludes maintenance and repair of ventilation and power equipment, geotechnical instrumentation, and other equipment supporting the tunnel complex. Construction support includes drill and blast tunneling, construction, reconstruction, repair, and refit of portals and tunnels, excavation in soil and rock, and provision of equipment capable of accomplishing the tunneling and earthmoving efforts. Tunnel operations involve access control, personnel accountability, and implementation of standard operating proce dures. The tunnel complex consists of two long interconnected tunnels, two stub portal tunnels, access roads and staging areas located in a granite formation at Capitol Peak on WSMR. The performer of this work will furnish all labor, equipment, and supplies for the project. Location: The primary work location is at the remote Capitol Peak tunnel complex site located at the Northern portion of White Sands Missile Range, about 70 miles by road southeast of Socorro, NM. The Government anticipates awarding a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract and may include contract line items for fixed-price and time & material delivery orders. Presently we are conducting market research to determine the best approach. The estimated value of the acquisition may be a minimum of $250,000.00 with a maximum ceiling of $25,000,000.00. A request for proposal is anticipated to be issued second quarter Fiscal Year 2003 and performance will begin fourth quarter of Fiscal Year 2003. Prospective contractors shall be regularly engaged in tunneling and/or excavation projects, and shall be U.S.-owned companies. Statements of Qualification (SOQ): Contractors are invited to submit an SOQ that includes their business size, management experience on projects of similar size and scope, tunneling and underground construction experience, equipment owned, resumes of key p ersonnel proposed for the project, and list of work elements to be accomplished by subcontract, and the subcontract business size, experience, etc. The SOQ shall be no more than 20 pages in length, including attachments. The SOQ must be submitted by 20 September 2002 and should be mailed and addressed to DTRA-TDTOE, ATTN: LCDR Juan Guerra, 1680 Texas St SE, Kirtland AFB, NM 87117.
