- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; quotes are being requested and written solicitation will not be issued. Solicitation Number 3640-2-1001 is issued as a request for quote (RFQ). Award will be made to a small business provided that a minimum of two competitive offers are received from small businesses, award will be made on the basis of full and open competition from among all responsible business concerns submitting offers. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-08. NACIS Code 334516 and business size 500 employees. The USDA, Agricultural Research Service, St. Paul, Minnesota has a requirement for a Pyrolysis Autosampler. The minimum requirements are: The pyrolysis autosampler must interface with an Agilent 5890 Series II and 6890 Gas Chromatography system attached to 5971 A through current series Agilent Mass Selective Detectors and shall incorporate an auto start function for these machines. The Pyrolyzer will incorporate the use of resistive element platinum filament in a coil type design with a ribbon element as an option for liquid use. Solid samples will be held by quartz tubes that fit into the ribbon element. Pyrolysis temperature shall be programmable up to 1400 C with rates of 0.01 C per minute up to 20,000 C per second. The system will also have a dry function to utilize liquid samples on the platinum ribbon element. Additional clean function can be used to pyro-clean quartz sample tubes. Temperature programming will allow for up to 5 multiple steps for initial temperature, ramp speed, and final temperature for both the probe and GC interface. Pyrolyzer/auto sampler will allow for the option of remote control via Windows 9X or NT environments with the capability to store multiple methods on the stand along machine or infinite number of methods via attached computer. Auto sampler will contain samples in the individual quartz tubes which will be automatically introduced into the pyrolyzer interface. Auto sampler will utilize a remote start function to operate in conjunction with MSD controlling software. The auto sampler will be able to have pyrolysis of sample and length of time for purge will be user selectable. Auto sampler will provide user selectable GC equilibration and post run times. A clean function may be automatically sent to the GC for a blank run. Auto sampler will be able to vent to off line from the GC. Samples will be able to be subjected to multiple runs at different operation methods/temperatures with each run having up to 5 steps for temperature control. Sensors will be used to verify sample position and tub discharge. The auto sampler unit must hold at lease 36 samples and run unattended through those 36. Manufacturer will provide complete on site installation and startup training and assistance. Accessories included in quotation: 1) Quartz Tubes (10 pks of 40/pk); 2) Filler Tubes (20 pks of 20/pk); 3) Rotors/Seals (2 each); and 4) Communications Interface (1 each). DELIVERY: F.O.B Destination to the USDA-ARS-MWA, 411 Borlaug Hall, 1991 Upper Buford Cr. St. Paul, MN 55108. The government desires delivery within 60 days after receipt of purchase order, however, each offeror shall include in their quote a delivery schedule as part of their quotation. Delivery shall be made within the hours of 8:00 a.m. to 4:00 p.m., Monday through Friday, excl. Federal Holidays. In order to be considered for award offerors shall provide a quotation on company letterhead detailing the unit pricing; descriptive literature. brochures, and three references. References must have received the proposed equipment within the last three calendar years (Government references preferred but will accept commercial references) shall also be provided for the product quoted. The following FAR clauses and provisions apply and are available on http://www.arnet.gov/far/ . FAR 52.212-1, Instructions to Offerors - Commercial; FAR 52.212-2 Evaluation Commercial Items, Evaluation Factors for award: Any resulting order will be issued to the company offering the best value to the Government, price and other factors considered. Factors that will be considered are Technical capability, past performance and price. Technical capabilities and past performance are significantly more important than price. Failure to provide the information relative to each evaluation factor may render offer non-responsive. 1) Technical Capability will be based on product literature, technical features, and/or warranty provisions. Each offeror is required to submit licensing (if applicable), descriptive literature, or other documentation, manufacturer or brand name and model of the item, and show how the offered product meets or exceeds the requirements as specified in the specifications. 2) Past Performance: A) Provide sufficient information to demonstrate the ability of the firm to provide quality performance B) The Offeror may provide a list of references, names, phone number of researcher or research organizations that have previously purchased a pyrolysis autosampler. 3) Price: Price includes all equipment, accessories , software, software licensing (if applicable), site installation and start up, training, warranty costs, discount terms, and transportation costs. Evaluation is based on best value including cost and ability to meet stated requirements above. Offerors shall submit descriptive literature and drawings detailing features (if applicable), technical capabilities and warranty data. Technical acceptability will be determined solely on the content and merit of the information submitted response to this provision as it compares to the minimum characteristics provided above. Therefore it is essential that offerors provide sufficient technical literature, documentation , etc. in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Offerors shall include a completed copy of the provision FAR 52.212-3 with their offer. FAR 52.212-3 Offeror/Representation and Certifications-Commercial Items applies to this acquisition, FAR 52.212-4 Contract Terms and Conditions Commercial Items applies to this acquisitions, FAR 52.212-5 Contract Terms and conditions Required to Implement Statutes or Executive Orders Commercial Items, also applies to this acquisition, with the following clauses from (b) applicable to this acquisition: FAR 52.222-26; FAR 52.222-35; FAR 52.222-36; FAR 52.222-37; FAR 52.225-1; FAR 52.225-3; FAR 52.225-13 FAR FAR 52.225-15; FAR 52.232-34; and FAR 52.232-36. The following additional FAR clauses cited in the clause are applicable to this acquisition: FAR 52.214.21 Descriptive Literature. WARRANTY: The Offeror shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive the Governments rights under the Inspection clause nor does it limit the Governments right with regard to the other terms and conditions of this contract. It is the offerors responsibility to monitor the site for release of the solicitation and any related documents. All responsible sources may submit a quotation which will be considered by the agency.
