Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; quotes are being requested and written solicitation will not be issued. Solicitation Number 3640-2-1000 is issued as a request for quote (RFQ). Award will be made to a small business provided that a minimum of two competitive offers are received from small businesses, award will be made on the basis of full and open competition from among all responsible business concerns submitting offers. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-08. NACIS Code 339111 and business size 500 employees. The USDA, Agricultural Research Service, Morris, Minnesota has a requirement for a Particle Sizer Equipment. The minimum requirements are: 1) Automatically determine the size distribution of soil or powders dispersed in a liquid; 2) Determines the concentration of particles remaining at deceasing sedimentation depths in a suspension filled cell; 3) Analysis shall be accomplished by the method of gravity sedimentation, preferable x-ray attenuation; 4) X-ray source must be finely collimated x-ray beam, and the system shall measure x-ray beam attenuation by the settling suspension as a function of time and height; 5) Must be equipped with an automatic bubble detection and elimination system so that only the sedimenting particles are analyzed; 6) Must move the analysis cell relative to the x-ray source to accelerate the measurement. X-ray source must not be movable; 7) Window distance shall be large enough to allow the use of low sample concentrations, thereby reducing the possibility of particle interference and hindered settling; 8) Must have a automatic system to ensure correct and accurate positioning of the sample cell; 9) Must automatically determine the particle side distribution in one complete run, analyzing a size range of 300 micrometers to 0.1 micrometers in operator selected size interval and must also sum up the percent mass finer than 0.1 micron as son size fraction as well as the percent mass greater than 300 microns; 10) Must be able to analyze as little as 50 mL of dispersant and sample; 11) Must automatically measure dispersant temperature throughout a run and accurately calculate and interpolate the density and viscosity values; 12) Must be capable of accepting input from an autosampler capable of holding greater than 15 samples which may be redispersed prior to analysis; 13) Software must have the capability of merging collected data with sample fractions greater than 300 micrometers for reporting in one consolidated report. Training and installation is required. DELIVERY: F.O.B Destination to the USDA-ARS-MWA, 803 Iowa Avenue, Morris, MN 56267. The government desires delivery within 60 days after receipt of purchase order, however, each offeror shall include in their quote a delivery schedule as part of their quotation. Delivery shall be made within the hours of 8:00 a.m. to 4:00 p.m., Monday through Friday, excl. Federal Holidays. In order to be considered for award offerors shall provide a quotation on company letterhead detailing the unit pricing; descriptive literature. brochures, and three references. References must have received the proposed equipment within the last three calendar years (Government references preferred but will accept commercial references) shall also be provided for the product quoted. The following FAR clauses and provisions apply and are available on http://www.arnet.gov/far/. FAR 52.212-1, Instructions to Offerors - Commercial; FAR 52.212-2 Evaluation Commercial Items, Evaluation Factors for award: Any resulting order will be issued to the company offering the best value to the Government, price and other factors considered. Factors that will be considered are Technical capability, past performance and price. Technical capabilities and past performance are significantly more important than price. Failure to provide the information relative to each evaluation factor may render offer non-responsive. 1) Technical Capability will be based on product literature, technical features, and/or warranty provisions. Each offeror is required to submit licensing (if applicable), descriptive literature, or other documentation, manufacturer or brand name and model of the item, and show how the offered product meets or exceeds the requirements as specified in the specifications. 2) Past Performance: Provide sufficient information to demonstrate the ability of the firm to provide quality performance. B) The offeror may provide a list of references, names, phone number of researcher or research orginations that have previously purchased a particle sizer. 3) Price: Price includes all equipment, software licensing, training, warranty costs, discount terms, installation and transportation costs. Evaluation is based on best value including cost and ability to meet stated requirements above. Offerors shall submit descriptive literature and drawings detailing features, if applicable, technical capabilities and warranty data. Technical acceptability will be determined solely on the content and merit of the information submitted response to this provision as it compares to the minimum characteristics provided above. Therefore it is essential that offerors provide sufficient technical literature, documentation , etc. in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Offerors shall include a completed copy of the provision FAR 52.212-3 with their proposal. FAR 52.212-3 Offeror/Representation and Certifications-Commercial Items applies to this acquisition, FAR 52.212-4 Contract Terms and Conditions Commercial Items applies to this acquisitions, FAR 52.212-5 Contract Terms and conditions Required to Implement Statutes or Executive Orders Commercial Items, also applies to this acquisition, with the following clauses from (b) applicable to this acquisition: FAR 52.222-26; FAR 52.222-35; FAR 52.222-36; FAR 52.222-37; FAR 52.225-1; FAR 52.225-3; FAR 52.225-13 FAR 52.225-15; FAR 52.232-34; and FAR 52.232-36. The following additional FAR clauses cited in the clause are applicable to this acquisition: FAR 52.214.21 Descriptive Literature. WARRANTY: The Offeror shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive the Governments rights under the Inspection clause nor does it limit the Governments right with regard to the other terms and conditions of this contract. Potential offerors will be responsible for downloading their own copy of the document (if any). It is the offerors responsibility to monitor the site for release of the solicitation and any related documents. All responsible sources may submit a quotation which will be considered by the agency.
