- Description
- The National Cancer Institute, Division of Cancer Epidemiology and Genetics, intends to negotiate on a sole source basis, with Westat, Inc., 1650 Research Boulevard, Rockville, MD 20850, a modification to contract #NO2-CP-01037 entitled, The New England Bladder Cancer Study, to evaluate levels of inorganic arsenic and its metabolites in the urine of study participants. This action will expand current activities to include a urinary component. This procurement action aims to determine 1) the correlation of urinary arsenic with levels in the water and food, and 2) the association between risk of bladder cancer and urinary arsenic levels. It is important that the component related to the laboratory analyses and speciation of inorganic arsenic and its metabolites in urine samples be analyzed and managed uniformly, to ensure the continuity and success of this contract. The results of this acquisition will be used to determine risk of bladder cancer with respect to levels of arsenic in the urine. This action is under the authority of 41 USC 253(c)(1), as set forth in FAR 6.302-1 and HHSAR 306.302. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement (See numbered note 22). Sharon A.
