Description
NA This procurement is advertised as a 100% SMALL BUSINESS SET-ASIDE. The U.S. Army Corps of Engineers District, New Orleans, has a requirement for Real Estate Title Research and Insurance Services in support of the Comite River Diversion Structure Project. The Corps intends to award 1 indefinite delivery, indefinite quantity task order contract with a minimum of 25 tracts per contract and a maximum of 200 tracts. The award will be based on the best value to the Government considering price and other factor s. The following evaluation factors shall be utilized: Technical experience, specialized title experience, expert witness or title litigation experience, past performance. Both the technical experience and past performance are significantly more importan t than specialized title experience, expert witness or title litigation experience, and cost. In addition to the evaluation factors stated above, there are two go/no go evaluation factors: The go/no go factors are mandatory requirements. The bidder must affirmatively demonstrate the following qualification in order for the bidder to be considered: a. Bidder must be a direct agent for a Title Company that is a member of the American Land Title Association. b. Bidder must be able to demonstrate the cap acity to produce 15 title binders in a 30 day period. The term of the contract will be one (1) year with options for four (4) more years. The contract area is located in East Baton Rouge Parish, Louisiana. The entire contract area is comprised of approx imately 200 ownerships including approximately 2100 acres of fee lands. The contractor will provide Interim Binders with Chain of Title throughout the designated contract period and provide Intermediate Certificates and/or endorsements as needed. If/when the Government completes negotiations with the landowners and acquires the subject property, Final Title Insurance will be ordered. The total estimated value of the required right-of-way for this project is approximately 12,000,000.00. The U.S. Departme nt of Justice requires a minimally qualified contractor to be a Title Company or an attorney/direct agent for a Title Company authorized to issue title policies in the State of Louisiana.
