Description
Due to the urgency of the award, the Announcement and the Solicitation will run concurrently. Interested parties shall complete the Request for Quotation, BCQ021010 at the web site http://ideasec.nbc.gov/ or contract Linda Stewart at 707-468-4005 to obtain a copy of the solicitation. All quotations must be received no later than 09/26/2002. C.1.0 Specific Contract Specifications: C.1.1 Contractor shall supply all labor, specified contract equipment, transportation of equipment to and from the project site, supplies and fuel. C.1.2 The excavator must be track type with a total weight between 26,000 to 51,000 lbs. C.1.3 A mower/mulcher attachment must be equal to or exceed the specifications of the Brontosaurus Brush Mower manufactured by John Brown & Sons, Inc. as set forth below: C.1.3.1 A drum flail type brush cutter-mulcher with power pack unit. C.1.3.2 50" mower head with approximate weight of 4200 lbs. Cutting width is 4 feet. C.1.3.3 Drum mounted free swinging hammer type blades (24 blades). C.1.3.4 Independent hydraulic system with minimum of 115 horsepower auxiliary motor. C.1.3.5 Auxiliary engine, hydraulic pump and hydraulic oil tank which takes the place of the counterweight. C.1.3.6 Auxiliary power plant to provide minimum of 49 GPM @ 5,000 PSI hydraulics. C.1.3.7 Knives to weigh minimum of 7 lbs each. C.1.3.8 Knives that have drop forged cutting surfaces that can be field sharpened. C.1.3.9 Main shaft of mower to be minimum of 3 11/16 inch diameter C.1.3.10 Four knife shafts to be minimum of 1 11/16 diameter. C.1.3.11 Extra knives for mower head. C.1.3.12 In cab controls for rear engine, Murphy engine shutdown system, hydraulic motor controls for cutting head, engine gauges and throttle control for auxiliary engine. C.1.3.13 Articulating boom attachment mount. C.1.4 Excavator with brush mower attachment must be capable to cutting and mulching at least two (2) acres per day of chaparral brush. C.1.5 The operator(s) must have experience working the equipment in steep mountainous terrain. C.1.6 Cutting and mastication of brush will be conducted within an approximate 2.72 mile area flagged by BLM along the ridge known as Little Cow Mountain. Seven designated safety zones will be flagged for cutting. An additional one-third mile (.3) section of the access road will also be flagged for cutting and mastication. Two maps showing the location of the project area are in Section J. C.1.7 Depending on the steepness of terrain and slope angle in which the excavator can safely operate, the chaparral brush will be cut and masticated so a 60 to 100 foot fuel break is established along the ridge top. The objective is to create a fuel break as wide as possible (up to 100 feet), considering operator safety. Seven designated safety zones will also be cut and masticated to an approximate 300 foot length by 300 foot width. Brush along an approximately one-third mile section of the access road will be cut and masticated to a width of at least 15 feet for passage of emergency vehicles. C.1.8 Contractor will have full discretion as the distance and slope angle off the ridge tops that the excavator can safely operate while cutting the brush. C.1.9 The chaparral brush will be cut and masticated to four (4) inches or less from the ground. C.1.10 Vegetation will be masticated so that individual pieces are approximately two feet or less in length. C.1.11 Avoid cutting or damaging any trees. C.1.12 The contractor must have a refueling vehicle that is four wheel drive and capable of accessing the project site by a steep (unpaved) jeep trail. Steep terrain and lose soil may restrict access for the refueling vehicle along the 2.72 mile fuel break. As such, the excavator may have to drive back to the location of the fuel vehicle in order to refuel. C.1.13 Operator will have a fire extinguisher on site during all refueling operations. Any spillage of fuel will be promptly reported to Jim Dawson, BLM, Ukiah Field Office. C.1.14 Operator will carry on the excavator a small backpack pump and/or shovel which could be used to extinguish a small fire start, such as might occur by a spark coming from the mover/mulcher attachment. C.1.15 The contractor awarded the bid may begin the mowing/mastication after November 1, 2002. C.1.16 The contractor shall complete the mowing and mulching on or before Friday, March 14, 2003. C.1.17 Contractor will schedule in advance with Jim Dawson, Ukiah BLM Field Office, a mutually agreed upon time prior to March 14, 2003 when the cutting and mastication can be done. C.1.18 At the discretion of Jim Dawson, Ukiah BLM Office, the days scheduled for cutting and mastication may be cancelled or postponed due to high fire danger conditions, wet weather that may cause damage to private access roads, or the implementation of prescribed burn planned by BLM for the South Cow Mountain area during the fall 2002 and spring 2003. C.1.19 Should the contractor and/or Jim Dawson, BLM, locate any archaeological artifacts, the site will be protected and the BLM, Ukiah Field Office Archaeologist notified. C.2.0 Project Start and Completion Dates: The objective is to have the fuel break cutting and mastication begin after November 1, 2002, and be completed on or before March 14, 2003. This period will permit the contractor to operate the equipment outside of the declared fire season, as well as, the nesting period for most avian species.
