Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is Request for Quotation No. 02-SQ-34-0244 which incorporates all provisions and clauses in effect through Federal Acquisition Circular No. 01-08. This is a Small Business Set Aside, the North American Industrial Classification Code is 337214 and the small business size standard is 500 employees. An organized Site Visit is scheduled for Friday, August 23, 2002, 10:00 a.m. Offerors who wish to attend the Site Visit should call Ms. Myra Cordero at 928-343-8134. The Bureau of Reclamation has a requirement to remove, relocate, and install new metal flat files at the Yuma Area Office, Administration Building, Yuma Arizona. STATEMENT OF WORK-- A. INTRODUCTION--The Bureau of Reclamation has a requirement to remove, relocate, and install new metal flat files at the Yuma Area Office, Administration Building, 7301 Calle Agua Salada, Yuma Arizona 85364. B. OBJECTIVE OF THE PROJECT--Relocate the existing metal file cabinets and drawings located inside the metal cabinets from Rooms 165 and 166 to Room 180. Provide new metal flat files in room 180 and move drawings located in wooden flat files to metal flat files. C. THE REQUIREMENT--Contractor shall provide all labor, tools, materials, equipment, transportation, facilities, and incidentals to perform the work listed under this Statement of Work. 1. Move approximately 24 metal flat files and contents from Rooms 165 and 166 to Room 180. The contents in all the files are to remain in the same order. 2. Provide 50 flat 5 drawer flat files and 10 bases in accordance with Section 10665. Provide submittals required in Section 10665 with proposal. Relocate all the plans in 40 wooden flat files into the metal flat files. Provide drawer labeling sim e order. 3. Move 2 tables, 4 index files, 3 book cases, one desk (work station), and 6 file cabinets all with contents to Room 180. D. PERFORMANCE PERIOD--The contractor shall prosecute the work diligently and complete the entire work within 60 days of contract award. All site work in the Administrative Building shall be accomplished within the last 15 days, tentatively October 15 through October 30, 2002. SECTION 10665--STEEL FLAT FILES--PART 1 GENERAL, 1.1 SUBMITTALS, Submit the following with the Quote as indicated in this Statement of Work: Shop Drawings, Types, Product Data, Material, Finish, Installation instructions, Samples, and Color chips, and Warranty. 1.2 DELIVERY, STORAGE, AND HANDLING--Deliver materials in original packages, containers or bundles bearing the brand name and identification of the manufacturer. Store inside under cover. Protect surfaces from damage. PART 2 PRODUCTS--2.1 Steel Flat Files Provide self-contained steel C-files with integral cap and that can be bolted together for stacking. Drawers shall have front metal plan depressor and rear hood to keep documents flat and orderly. File stack mounted on high steel base. Description: Five-Drawer File Case (minimum): 46 ? inch Width x 15 3/8 inch Height x 35 3/8 inch Depth; Inside drawer sizes (minimum): 43 inch Wide x 2 inch Height x 32 ? inch Depth; Flush Base for 30 inch x 42 inch size file (minimum): 46 ? inch Width x 4 inch Height x 35 3/8 inch Depth. Color - Manufacturers' standard "Sand Beige" color. Components-Case: a. Frame (front and back): 14 gauge; b. Frame (Side): 16 gauge; c. Sides: 22 gauge; d. Back: 22 gauge; e. Cap: 20 gauge; f. Front Corner Support: 14 gauge; g. Run Supports: 14 gauge; h. Door Run: 16 gauge; i. Roller Material: Steel; j. Roller Method of Attachment: Rivet. Drawer: a. Side: 16 gauge; b. Bottom: 24 gauge; c. Front: 20 gauge; d. Hood: 22 gauge; e. Geimer Weight.: 22 gauge; f. Roller Material: Steel; g. Roller Method of Attachment: Rivet; h. Handle: Metal Diecast; i. Label Ho MINATION--Before installation, examine file units for dents and scratches. Replace damaged units. 3.2 INSTALLATION--Install steel file units according to manufacturer's installation instructions. 3.3 PROTECTION--Cover and protect steel file units from damage during the completion of construction. Remove prior to acceptance of project. The deadline for receipt of quotes is Friday, August 30, 2002, 4:15 p.m. local time. Responses to this RFQ should be mailed to Bureau of Reclamation, Yuma Area Office, Attention: YAO-3110, 7301 Calle Agua Salada, Yuma AZ 85364. All responsible sources may submit a bid which shall be considered by the agency. Failure to provide the items listed under "SECTION 10665--STEEL FLAT FILES--PART 1 GENERAL, 1.1 SUBMITTALS" may render the Offeror as non-responsive. This requirement is subject to the Service Act of 1965, DOL Wage Determination No. 1994-2027 applies to this acquisition. Provision 52.212-1, Instructions to Offerors - Commercial applies to this requirement. 52.212-2 Evaluation-Commercial Items. The following factors will be used to evaluate offers: price, experience and past performance. Offerors shall provide at minimum 3 references within the last 3 years which demonstrate the Offerors experience and ability in performing similar work. Include the company name, point of contact and telephone number. These 3 references will also be used when evaluating the Offerors Past Performance. Evaluation will be based on the lowest priced technically acceptable product offered by a responsible vendor. Provision 52.212-3, Offerors Representations and Certifications - Commercial Items; a completed copy of this provision shall be required with the bid. Clause 52.212-4, Contract Terms and Conditions - Commercial Items applies with no addenda to the clause. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies and the following clauses are applicable: Under Paragraph (b) 11, 12, 13, 14, 15, 16, 25 ite Visit.
