- Description
- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this request. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation number N00104-02-Q-Q717 is issued as a request for quotes (RFQ). (iii) This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08. (iv) This acquisition is set aside for small business concerns. NAICS code: 334112; Small business size standard: 1000 Employees. (v) The Naval Inventory Control Point (NAVICP) Mechanicsburg intends to procure commercially available Information Technology equipment for the Oklahoma City Air Logistics Center (OC-ALC), Oklahoma and Ogden Air Logistics Center (OO-A LC), Ogden, Utah, Joint Engineering Data Management and Information Control System (JEDMICS). The required equipment is as follows (CLIN; SUPPLIES/SERVICES; QTY; UNIT OF ISSUE): 0001; Qualstar Tape Library System TLS4660 consisting of: 6 Advanced Intelligence Tape (AIT-3) Tape Drives, Barcode Reader, 60 AIT Library Slots, PCI SCSI U2WL Host Bus Adaptor, SCSI Host Cable, SCSI Cable & Terminator,100 AIT-3 Cartridge Tapes, 200 AIT Barcode Labels, 4 Cleaning Cartridges, 1-Year Next Business Day On-Site, Installation; 2; Systems. (vi) The Qualstar Tape Library System with Advanced Intelligence Tape-3 (AIT-3) is intended for use as the Tape Backup for JEDMICS engineering drawings and related text. (vii) Delivery: Quantity (1): 30 Days After Receipt of Order, FOB destination; OC-ALC; Quantity (1): 60 Days After Receipt of Order, FOB destination; OO-ALC. (viii) The provision at 52.212- 1, Instructions to Offerors ? Commercial Items (AUG 1998), applies to this acquisition. (ix) The Government will award a firm-fixed-price contract resulting from this solicitation to the responsible offeror whose offer conforming to the request will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Lowest price and total amount, technically acceptable quote, and conformance with delivery schedule. (x) Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items (FEB 1999) and DFARS 252.212-7000, Offeror Representations and Certifications - Commercial Items (NOV 95) with offers. DFARS 252.204-7004, Required Central Contractor Registration (MAR 1998), is incorporated by reference. (xi) The clause at 52.212-4, Contract Te rms and Conditions ? Commercial Items (APR 1998), applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders?Commercial Items (JAN 1999), applies to this acquisition. (xiii) Additional Information: All supplies acquired pursuant to this solicitation must be compliant with Section 508 of the Rehabilitation Act, 29 U.S.C. 794d, as amended. (xiv) Not applicable. (xv) CBD Numbered Notes 1 and 22 apply. (a) The proposed contract is 100% set aside for small business concerns. (b) THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES FOR OTHER THAN QUALSTAR BRAND NAME ITEMS. The use of a brand name description in this acquisition is essential to the Government's requirements, thereby precluding consideration of a product manufactured by another company at this time. The Qualstar TLS4660 has undergone extensive int egration testing at the JEDMICS test facilities at the Warner Robins Air Logistics Center (WR-ALC), Georgia, the U.S. Army Aviation and Missile Command, Huntsville, Alabama and the integration test facility in McClean, Virginia. The Qualstar TLS4660 is the only currently acceptable AIT Tape Library System that is JEDMICS-compatible and identified on the JEDMICS Qualified Parts List. All responsive, responsible sources may submit a quotation, which shall be considered for evaluation. (xvi) All quotations shall be e-mailed in the form of a Microsoft Word or Excel file to <daniel_f_mcmullan@icpmech.navy.mil> by 4:00 p.m. EDT, 26 August 2002.
