Description
Bureau of Alcohol Tobbacco & Firearms Services (ATF) intends to negotiate a SOLE SOURCE procurement with The National Center for Forensics Science (NCFS), Orlando, Florida to continue development of fire debris, development of low and high explosives examintation protocols, development of educational and training recommendations for professional in fre bebis and explosives analysis.The steps to be taken include the following: Collecting, researching and reviewing current course documentation, develop a new draft curriculum, develop a lesson planning process, develop a literature research process, produce a current bibliography on the subject, develop a potential list of lectures for each curriculum topic, develop laboratory space and materials requirements. This course implementation plan would offer ATF options to consider, whenever possible including web-based training options. The course implementation plan must be delivered and accepted by September 1, 2002 trhoguh August 31, 2002.The work will require vendor to work closely with ATF Laboratory Service Personnel. The primary work site will be at the National Center for Forensic Science at the University of Central Florida. This award will be made utilizing the Simplified Acquisitions procedures under FAR subpart 13.5. Award will be based on meeting the requirements listed above on all or none basis. All interested parties must submit a quote that demonstrates capability to develop and complete a implementation plan (with a timeline) to include cost within 3 day after date of this publication. All quotes must include detailed literature on ability and resources to perform this service.
