Description

The General Services Administration, Federal Technology Service (GSA-FTS) is issuing this sources sought notification in search of vendors that hold GSA Federal Supply Schedules that would allow them to perform services described herein. This project is for the Naval Oceanographic Office located at Stennis Space Center, Mississippi. GSA FTS is only interested in vendors who 1) hold a GSA FSS Schedule; and 2) are located within 100 miles of Stennis Space Center, MS. The project will consist of developing Digital Nautical Charts (DNC). Digital Nautical Charts are digital vector based nautical charts intended primarily to support marine navigation using Electronic Chart Display and Information Systems (ECDIS). A DNC is made up of libraries (General, Coastal, Approach, and Harbor). These libraries are generally based on the scale of existing nautical charts. Libraries are made up of tiles that vary in size based on the library. A tile can be as large as 3 x 3 degrees (General, Coastal) or as small as 15 x 15 minutes (Harbor). DNCs are produced using Vector Product Format (VPF)* which is commonly used in other mapping, charting and Geospatial Information Systems (GIS). All data is structured in accordance with the Vector Product Format Military Standard, MIL-STD-2407, 28 June 1996 and the Digital Geographic Information Exchange Standard (DIGEST) Part 4, Feature Attribute Coding Catalog (FACC). Complete performance specifications of DNCs are contained in Military Specification MIL-D-85023 and its amendments. Vendors are needed to perform all tasks necessary to produce specified Project from supplied GFI. Vendors will be required to perform these tasks using CARIS ? Digest Object Manager (DOM) version 3.1 and CARIS ? GIS version 4.4. If you feel your company meets the two criteria and can perform this requirement(s), please email a request for the sample dataset to john.mayes@gsa.gov, by August 30, 2002. Please include a copy of your GSA Schedule and location information along with your request.
