Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Occupational Epidemiology Branch (OEB), plans to procure services for Occupational risk factors for kidney cancer in Central and Eastern Europe from the International Agency of Research on Cancer (IARC), Unit of Environmental Cancer Epidemiology, 150 Cours Albert-Thomas, 69008 Lyon, France. The supplies and services herein are commercial as defined in FAR Part 12. The North American Industry Classification System code is 541710 and the business size standard is 500 employees2. The Occupational Epidemiology Branch is primarily involved with epidemiology studies of occupational and other risk factors for cancer. In 1998, investigators at the International Agency for Research on Cancer (IARC) launched a case-control study of kidney cancer in six centers in Central and Eastern European countries to evaluate risks in relation to occupational exposures from IARC under previous purchase order. Countries are Bucharest, Romania; Brno, Olomouc, and Prague in Czech Republic; Lodz, Poland; and Moscow, Russia. Collection of data from the eastern European case control study will be complete in the Fall of 2002. The purposes of the proposed project include 1) the coordination of the collection of diagnostic slides and preparation of formalin tumor tissue blocks for approximately 1000 kidney cancer cases in the Eastern European kidney cancer case-control study, 2) the coordination of quality control procedures across the collaborating study centers (Bucharest, Prague, Brno, Olomouc, Lodz, Moscow) and; 3) the shipping of the samples to NCI. IARC is the coordinating center for the Eastern European Renal Cell Cancer study. The relationship of the study centers and the coordinating center is well established and lines of communication are already in place. With the existing infrastructure IARC is the only organization that can guarantee high quality and timely completion of data collection in the Central and Eastern European region. Changing variables at this time will interrupt established procedures and delay progress. The International Agency for Research on Cancer is the only known source to the NCI that can provide the above service. Period of Performance: Upon award of purchase order through twelve (12) months. FAR Clause 52.217-8 Option to Extend Service (November 1999) applies to this order. The requirement will be a fixed price order. This is not a request for competitive quotations. However, if any interested party believes it can provide the above supplies, it may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow NCI to determine if it can meet the above minimum specifications described herein. Capability statements must be received in the Contracting Office by 1:00 PM EDT (local Washington D.C. time) on September 4, 2002.
