Description
The project consists of the construction of a campus-style facility located on a 22-acre parcel of land, to house the new Hartford Job Corps Center. The site is located in Hartford Connecticut, located along Overlook Terrace in the Charter Oak Business Park (between Newfield Avenue and Flatbush Avenue. In addition, the project consists of an Administration/Wellness Center (8,600GSF), a Child Care Building (6,075GSF), a Heavy Vocational Building (6,872GSF), a Light Vocational Building (13,779GSF), a Cafeteria Building (7,730GSF), a Dormitory Building (29,458GSF), a Recreation Building (11,300GSF), a Warehouse (3,800GSF) and construction of service roads, utilities, site lighting, landscaping and miscellaneous sidewalk and fencing. The Dormitory building is designated as "Option No.1", and shall be priced separate from the base bid. Site work associated with the Compensatory Field is designated as "Option No. 2", and shall be priced separate from the base bid. Concrete Sidewalks in lieu of bituminous as shown on the drawings is designated as "Option No. 3", and shall be priced separate from the base bid. The pricing for Options No. 1, 2 & 3 shall remain valid for 120 calendar days from the date of award. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). The period of performance for completion is 455 calendar days, with substantial completion to be achieved within 410 calendar days, from Notice to Proceed. The period of performance shall include any, or all, of the Options selected. The total estimated cost range of construction is between $10,000,000 to $15,000,000. Initial plans and specifications will be available on September 16, 2002, only from the Architect/Engineer firm, Du Bose Associates, Inc. 49 Woodland Street, Hartford, Connecticut 06105. Contact John Robitaille at (860) 249-9387 for additional information. Collect calls will not be accepted. It is emphasized that requests for plans and specifications should be directed to the A/E firm listed above to ensure proper handling of requests. Requests must be submitted in writing and a $600 refundable bid-deposit for each package is required. This bid-deposit must be in the form of a certified check, cashiers check, or money-order made payable to the U.S. Department of Labor, and submitted to the A/E firm at the time of the request. Please provide your EIN number (Tax ID number) on each check and/or money order. Failure to do so may result in your deposit not being refunded. Requests subject to the stated bid-deposit amount will be limited to the issuance of one complete set per request from any interested party. Plans and specifications will be made available for pick up at the A/E's office, or may be arranged for delivery at an additional charge. Any additional shipping and/or handling charges must be pre-paid and COD requests will not be accepted. Requests must be in writing and will be answered on a first-come, first-serve basis until the initial supply is exhausted. For additional sets requested from interested parties subject to bid-deposit requirements, or for requests made after the initial actual cost of reproduction of the IFB documents, a non-refundable fee not to exceed the actual cost of reproduction of the IFB documents, plus a shipping charge based on each individual request (if applicable) will be required in order to obtain the IFB documents. Pre-Bid Walk-Thru is scheduled for October 1, 2002, at 10:00AM (local) at the project site. This will be the only opportunity to review the job site prior to submission of bids. Bid-Opening is scheduled for 2:00 PM Local Time October 17, 2002, at the A/E's office. This is a 100% Small-Business Set-aside. The North American Industry Classification System code for this acquisition is 233320, "Commercial and Institutional Building Construction". The Small Business Size Standard is $28.5 million. Small HUB-Zone Certified businesses, small disabled veteran-owned businesses, women-owned, small disadvantaged businesses, Certified 8(a) businesses, and small businesses are encouraged to apply.
