- Description
- The Air Armament Center, Range and Instrumentation Support Product Office (RISPO), Eglin AFB FL, is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request for Proposal number is F08635-02-R-0146. The RFP and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08. The NAICS code is 334511. Contract Line Item Number (CLIN) 0001, includes, build and assemble 1 each (first test set kit) programmable attenuator kits including required attenuators, all necessary mounting adapters, RF connectors, cables, connector strips and hardware such that the new assembly will function as a drop in replacement (form, fit and function) for the obsolete attenuators in the ASM-694 and ASM-694(V)1 test sets with no required changes in software. Would also require the delivery of an ECP package complete with updated attenuator assembly drawings, tech order change(s) and recommended installation procedures. CLIN 0002 will be for 26 additional kits and CLIN 0003 will be for 4 sets of spare attenuators only. Actual replacement will be accomplished by the government. Delivery date is 120 days ARO and shipping location FOB will be Eglin AFB, Florida. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and is tailored as follows: Change paragraph (a) to read North American Industry Classification System (NAICS) code is 334511. Award will be made to the offeror whose proposal is most advantageous to the government, considering technical, quality, delivery date and price. Delivery date is crucial. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition and the additional FAR clauses cited in the clause are applicable to the acquisition as follows: 52.222-21, Prohibition of Segregated Facilities (Feb 1999); 52.222-26, Equal Opportunity (E.O. 11246); 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (38 U.S.C. 4212);. 52.222-36, Affirmative Action for Workers with Disabilities (29 U.S.C. 793); 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (38 U.S.C. 4212); 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (31 U.S.C. 3332). Responses are due by 4:00 PM Central Time on September 4, 2002. An Ombudsman has been appointed to hear concerns from offerors or potential offerors for this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
