- NA White Sands Missile Range National Range Directorate, Data Collection Division/Optics Branch & Test Technology Division/Range Instrumentation Branch is proposing to have a live fire expo at WSMR. The Live Fire Expo for High Speed Digital Imagery will occu r on September 17, 2002. Visible and Infrared / IR digital camera vendors are invited to operate their systems, and collect imagery during a day light live fire mission. This is an opportunity for industry to display their latest technology and to observe and participate in an actual test range image collection mission. This display will also be evaluated and will determine the camera to be ordered for all test ranges during fiscal year 03. A selection will be made for a visible imager and for an infrared imager. The camera representing the best value in each area will be selected based on the criteria provided below. This notice represents our intent for all requirements in FY 03 and individual buys will not be further synopsized. The NAICS code is 333 315 with a small business size standard of 500 employees. The mission we intend to piggyback on is a Guided Multiple Launch Rocket System (GMLRS). An 8 foot model rocket will be used as a back-up mission. Each vendor is required to have Visible or Infrared imagers and storage systems with playback capabilities. V endors should bring their cameras, tripod, and all ancillary equipment. WSMR will provide power, IRIG-B timing, remote start closure and FOV details. Camera features that will be evaluated include: Visible Imagers: Record triggered by TTL or dry closure. Internal IRIG-B (modulated) input, 1 usec display, 10 usec accurate. Continuous NTSC output used for tracking (even during record). Record greater than 640x640 pixel, 24 bit color @ 5000 full fps for 4s internally or greater than 1000x1000 pixel, 24 bit color @ 1000 full fps for 4s internally or greater than 2000x2000 pixel, 24 bit color @ 200 full fps for 4s internally. Remote control through 100 Mb Ethernet/RJ45 or RS-422 with software development k it (SDK). 1000:1 anti-bloom response. SnapShot electronic shutter (25 usec minimum). Provide TIFF(24 bit) files and AVI files with option for timing displayed or tagged on each frame. Completely sealed from dust and moisture and ruggedized for field use. S ensor sensitivity (minimum 100 ASA). Infrared Imagers: Record triggered by TTL or dry closure. Internal IRIG-B (modulated) input, 1 usec display, 10 usec accurate. Continuous NTSC output used for tracking (even during record). Record greater than 512x512 pixel, Mid IR (3-5u) or Far IR (8-12u) @ 60-100 full fps for 4 minutes. Record higher frame rates at reduced resolutions. SnapShot electronic shutter (25 usec minimum). The anticipated schedule is: Sept 16 - set-up for vendors, Sept 17 - Hot mission and data collection, Sept 18 - Vendors, Optics management, Range Commander's Council and Optical Systems Group personnel review data collected (closed session and 1 vendor at a time). Vendors will be required to provide WSMR Optics with a CD or DVD of the data collected and all data collected becomes White Sands property. Vendors will also submit a unit price for the displayed camera in a sealed envelope to Ms. Barrett-Tyree. Quantity price breaks may be included. Vendors may or may not be provided with project-approved images. To participate please contact the following, deadline for registration is Sept 3, 2002.
